NDO - On November 25, at the Party Central Committee Headquarters, the 13th Party Central Committee Conference convened to consider and decide on a number of issues. General Secretary To Lam chaired the Conference.
At the conference, delegates discussed and reviewed the policy of summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; restarting the Vietnam nuclear power program and continuing to research the Ninh Thuan nuclear power project; reviewing and giving opinions on personnel work according to authority.
Speaking at the opening of the Conference, General Secretary To Lam affirmed that since the 10th Central Conference, 13th tenure, in the spirit of urgency, determination and innovation, the Politburo and the Secretariat have focused on leading, directing and implementing two major tasks identified by the Conference: Accelerating breakthroughs, striving to achieve and exceed the goals of 2024, 2025 and the entire 13th Congress term, creating a foundation to bring the country into a new era. Preparing well the conditions for the successful organization of the 14th National Party Congress. The Politburo and the Secretariat have focused on leading and directing the removal of difficulties and obstacles, clearing bottlenecks to promote socio-economic development; gradually concretizing the viewpoint of decentralization and delegation of power to localities in the direction of local decisions, local actions, and local responsibilities; strongly innovating thinking in law-making; strengthening Party building; preventing and combating corruption, waste and negativity; handle problems well.
Suggesting a number of issues for the Central Committee to study during the discussion and decision on important contents, the General Secretary emphasized two contents that need to be reported and consulted for the Central Committee's opinions for early implementation: The policy of early and comprehensive summary of Resolution No. 18-NQ/TW, a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently, especially at the Central level. The policy of restarting the nuclear power program and continuing to research and implement the Ninh Thuan nuclear power plant project.
The General Secretary said that at the meeting on November 8, 2024, the Politburo agreed on a strong political determination to promptly and comprehensively summarize Resolution No. 18-NQ/TW as a basis for reporting to the Central Committee to have strong policies to continue to arrange and perfect the organization and apparatus of the political system, first of all the Central agencies; at the same time, it was determined that this was a task that must be done quickly and completed before the 14th National Party Congress.
Officials, party members and people all agree, strongly support and hope that this policy will soon be implemented in a drastic, synchronous and methodical manner, creating a revolutionary breakthrough in organizational structure, meeting practical requirements.
The Politburo established a Steering Committee to review the implementation of Resolution No. 18 and issued operating regulations, assigned responsibilities, implementation plans, and guided ministries, branches, and localities to conduct the review according to the outline and with specific directions.
This is a particularly important issue, affecting the country's development, the thoughts, feelings, and interests of cadres, party members, civil servants, and public employees in the political system.
Therefore, the Politburo reported to the Central Committee on the policy of implementing the summary to unify issues on orientation, methods and specific roadmap steps, based on the summary results, specific proposals on streamlining and organizing the apparatus of the political system, creating unity and high consensus in the entire political system and determination to implement in accordance with the set goals and requirements, meeting the development requirements of the country in the new situation.

Regarding the development of national energy infrastructure, the General Secretary affirmed that this is an important issue that needs to be taken one step ahead to promote socio-economic development, realizing the country's development goals by 2030 and 2045. Currently, we see first of all the shortage of energy, so restarting research on the use of nuclear power is very necessary to prepare for the future.
This issue had been previously planned and initially implemented, but due to certain difficulties, the Central Committee decided to stop. Now that all necessary conditions have been prepared, the Politburo reports to the Central Committee for permission to continue implementation to meet the requirements of national energy infrastructure development in the coming period.
The General Secretary requested that Central Committee members and delegates attending the conference promote a sense of responsibility, urgency, focus their intelligence, and participate in the contents so that the conference can achieve the set goals and requirements.
