On the afternoon of December 12, the Government held an online conference to review the planning of the North Central and Central Coast regions for the 2021-2030 period, with a vision to 2050. Deputy Prime Minister Tran Hong Ha and Minister of Planning and Investment Nguyen Chi Dung chaired the conference.
At Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired. Attending were leaders of relevant departments, branches and sectors.

MARINE ECONOMIC CLUSTER IS AN IMPORTANT PILLAR OF DEVELOPMENT IN THE REGION
The North Central and Central Coastal regions include 14 provinces and centrally-run cities from Thanh Hoa to Binh Thuan. This is a particularly important strategic area in terms of politics, economy, culture, society, national defense, security and foreign affairs of the whole country; it is the "gateway" to the sea and the "support" for the Central Highlands provinces.
The planning of the North Central and Central Coastal regions for the period 2021-2030, with a vision to 2050, is a step to concretize the National Master Plan. The planning helps to "pave the way", create development dynamics, development potential, new development spaces for the country and the region, and is specifically reflected in the spatial scope of each locality.

The planning of the North Central and Central Coastal regions identifies the marine economic cluster as an important pillar of economic development of the region, especially industries such as tourism and marine services; maritime economy; oil and gas exploitation; aquaculture and seafood exploitation and offshore wind power...
Develop industry in a sustainable direction, with priority given to the development of petrochemical, metallurgical, and renewable energy industries. Build regional infrastructure commensurate with development requirements, ensuring a synchronous and modern transport infrastructure system, ensuring intra-regional and inter-regional connectivity. Develop urban systems, especially coastal urban systems, according to green growth and smart urban models and criteria.

The planning divides the North Central and Central Coast regions into 3 sub-regions. The North Central sub-region includes Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, which are identified to develop the petrochemical, steel, chemical, renewable energy, construction materials, tourism, and marine logistics industries, aiming to form product clusters.
The Central Central sub-region including Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh is identified as the national center of petrochemical industry, automobile industry - mechanical engineering support; developing airports, seaports and seaport services, infrastructure and fishing logistics service centers.

The South Central sub-region including Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan is identified to develop mechanical industry, petrochemical refining, renewable energy, new energy (green hydrogen), marine tourism, seaport services, fishery logistics, aquaculture and fishing.
The conference heard planning review experts and strategic environmental assessment experts give their opinions on issues related to marine economic development, green economy, digital economy, coastal road infrastructure development, offshore wind power development, fisheries logistics centers, climate change response, etc.
APPROVAL OF PLANNING DOCUMENTS FOR THE NORTH CENTRAL REGION AND CENTRAL COAST
Concluding the conference, Minister of Planning and Investment Nguyen Chi Dung emphasized that the North Central and Central Coastal Region Planning has been elaborately, seriously and scientifically developed, mobilizing the intelligence of experts, scientists and consulting units.
The planning content clearly shows the viewpoints, goals, development orientations, allocation of development space, and socio-economic activities in the region; consistent with the development orientation of the Resolution of the 13th National Party Congress, as well as the 10-year economic development strategy of the country... The dossier submitted for regional planning appraisal has been fully ensured according to regulations, and implemented in accordance with the regional planning process.

The planning content closely follows the provisions of the Law on Planning and Decrees, in accordance with the task of regional planning. The content of the regional planning report has shown the major development orientations of localities in the region, clearly identifying important issues of the region that need to be resolved, handling conflicts and overlaps, ensuring consistency and synchronization between the development contents of sectors and fields, associated with the arrangement of development space and ensuring rationality and science.
The perspective of regional development planning is focused and key, prioritizing advantageous economic sectors, especially marine economic sectors, concentrating on advantageous areas and other potentials and advantages to form dynamic areas, gradually developing harmoniously, sustainably, and balancedly among regions and areas in the region.

Organizing development space associated with 3 sub-regions is consistent with the orientation, developing 3 dynamic regions, 2 economic corridors, identifying sectors with advantages in development space such as industry, agriculture, services and marine economy.
At the conference, the Appraisal Council unanimously approved the North Central and Central Coastal Planning dossier and the draft appraisal report with the condition of amending, supplementing, and accepting the opinions of the delegates.
