Overview of the Talks between the Delegation of the Party and Government of Dien Bien province and the Delegation of the Party and Government of Luong-Nam-Tha province.

In the spirit of solidarity, special friendship, trust and mutual understanding, the leaders of Dien Bien and Luong-Nam-Tha provinces informed each other about the situation and results of socio-economic development, ensuring national defense and security, and building the political system in the first 6 months of 2024. The two sides regularly exchange information and situations; pay attention to important political and social events of each side; promote and facilitate cooperation in all fields.

The delegation of the Party and government of Dien Bien province led by comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, attended the talks.

In a friendly atmosphere, full of comradeship, the leaders of the two provinces had a trustful, sincere and frank exchange on orientations and measures to promote cooperation in various fields. The leaders of the two provinces emphasized that Dien Bien and Luong-Nam-Tha have quite similar natural conditions, so the two provinces need to strengthen cooperation, coordination and mutual support in building a friendly relationship, creating a favorable basis for expanding and improving the effectiveness of cooperation in various fields. Continue to promote and facilitate investment cooperation, economic development; strengthen promotion and expansion of tourism development cooperation between the two sides; strengthen cooperation in crime prevention, especially drug-related crimes, arrest of wanted criminals, and maintain security and order in border areas.

Comrade Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee and Comrade Vien Sa Vat Si Phan Don, Secretary and Governor of Luong-Nam-Tha province signed and exchanged the memorandum of understanding on cooperation for the period 2024 - 2025.

On the basis of unifying the results of cooperation in the past time, at the same time determining the direction of special friendship and comprehensive cooperation between Dien Bien province and Luong-Nam-Tha province in the period of 2024-2025, at the meeting, the delegations of the Party and the government of the two provinces agreed to sign a memorandum of understanding with 8 main contents. Accordingly, in the friendship and building of the political system, the two provinces will jointly propagate and educate the people to preserve long-standing traditions, promote Party and government building, promote the special friendship, solidarity and comprehensive cooperation between Vietnam and Laos, between Dien Bien and Luong-Nam-Tha provinces. Create conditions for implementing signing and cooperation activities in areas of mutual interest to the two provinces within the framework of cooperation between the two countries and between the two provinces. Promote propaganda and advertising of potentials and strengths, create favorable conditions and encourage economic sectors to survey and invest in developing areas of interest to the two provinces. Promote trade promotion and market research; strengthen cooperation in industrial and commercial activities, promote import and export and exchange of goods between the two sides; regularly promote, advertise and organize for businesses to participate in exhibitions and sales at fairs organized by the two sides. Continuously improve the effectiveness of cooperation in the fields of education and training, energy, clean agriculture, science and technology, health care, culture and people-to-people exchange between the two sides.
