On the afternoon of July 12, in Thanh Hoa City, the Thanh Hoa Border Guard Command held talks with the Military Command of Hua Phan Province (Laos). Colonel Do Ngoc Vinh, Commander of the Thanh Hoa Border Guard, and Colonel Phan Si Xon My Xay, Political Commissar of the Hua Phan Provincial Military Command, co-chaired the talks.

Implementing the border cooperation agreement and the signed minutes of talks, the Thanh Hoa Border Guard Command and the Hua Phan Provincial Military Command have actively promoted propaganda and mobilized people to strictly comply with the Protocol on border lines and border markers; the Agreement on the Regulations on border areas and land border gates between Vietnam and Laos and related documents signed by the two governments; regularly coordinated to exchange information, situation, patrol, protect the border system and border markers, effectively combat all types of crimes, ensure political security, social order and safety; firmly manage and protect the territorial sovereignty and security of the Vietnam - Laos border.
Recently, the Border Guard stations of Thanh Hoa Border Guard have coordinated with the Border Guard Company of Hua Phan Provincial Military Command to conduct bilateral patrols, meeting on the border 49 times/1,176 officers and soldiers participating, protecting the original status of the border line and border markers.
The Thanh Hoa Provincial Border Guard Command organized border training for 20 officers of the Hua Phan Provincial Military Command; directed the Border Guard stations to coordinate with border protection forces and local authorities to organize activities on the occasion of the 60th anniversary of the establishment of diplomatic relations (September 15, 1962 - September 15, 2022), the 45th anniversary of the signing of the Vietnam - Laos Friendship and Cooperation Treaty (July 18, 1977 - July 18, 2022) and the 55th anniversary of the signing of the cooperation agreement between Thanh Hoa and Hua Phan provinces (May 2, 1967 - May 2, 2022); promoted exchange activities on both sides of the border, between 17 pairs of twinned villages; participated in consolidating political bases in border village clusters.
With the solidarity and close bond, on the occasion of Tet and other holidays of the year, Thanh Hoa Border Guard visited and presented gifts to the border protection force and the government of the border guard force worth 205 million VND; proposed the Provincial People's Committee to provide material support to Companies 214, 215 and 216 to help the border guard force rebuild the barracks for living and working. Mobilizing contributions from officers and soldiers to support the border guard force worth about 102 million VND; implementing the program "Helping Lao children go to school", 11 Border Guard stations of Thanh Hoa Border Guard are sponsoring 11 Lao students to go to school...

In the spirit of openness, intimacy and special solidarity, the Thanh Hoa Border Guard Command and the Hua Phan Provincial Military Command agreed to sign many important contents such as: Continuing to seriously and effectively implement the Border Cooperation Agreement between the Vietnam Border Guard Command and the Border Guard Department, General Staff of the Lao People's Army. Strengthening propaganda, education, raising awareness and law enforcement for people on both sides of the border. Strengthening the exchange of information and situations related to national security crimes, coordinating to maintain political security and social order and safety in the border area. Actively exchanging and sharing experiences in border management and protection, Party work and political work. Promoting exchange and twinning activities between grassroots units to strengthen friendship and promote cooperation between the two sides. Continue to maintain the twinning activities between villages and residential areas on both sides of the border, contributing to strengthening the friendship and special solidarity between Vietnam and Laos, building a peaceful, stable, cooperative and developing border.
Also according to the agreement at the meeting, Thanh Hoa Border Guard will open a training course on border protection for 20 military officers of Hua Phan province in September 2023.
