The People's Committee of Hoi An City (Quang Nam Province) has just announced a number of regulations on organizing a pilot implementation of an accommodation model to experience with the ancient town's residents for tourists.
According to the announcement, the space and scope of implementation is in the Hoi An ancient town area; in which priority is given to houses in alleys and lanes in area I and areas adjacent to area I; houses facing the front of areas I, IIA of the ancient town.
The subjects participating in the model are Hoi An natives, with permanent addresses and actual living in the house where the activities are planned to be held; achieving typical cultural families and having prestige in the local community. Priority is given to and encouragement is given to households whose life is closely linked to production and business activities in traditional industries and occupations; having cultural and artistic activities... for tourists to participate in and experience.
The space and scope of implementation is within the Hoi An ancient town area; in which priority is given to houses in alleys and lanes in area I and areas adjacent to area I; houses facing the front of areas I, IIA of the ancient town.
The conditions for housing to serve guests are that the house has an architecture suitable for the space of the Old Quarter; has rooms and spaces arranged to ensure that they meet the requirements for serving guests to stay, live, interact and experience with their families. Priority is given to houses with architectural and artistic value. The house has no more than 5 rooms to welcome guests and the room can accommodate a maximum of 2 people. There is no reception desk at the reception area.
Regarding the organization of typical services, it is necessary to ensure good services other than accommodation, especially experience and discovery services associated with daily life activities of households, communities and society according to the programs and activities of the city. Information on forms and contents, living time and activities at home to facilitate guests to experience and participate in daily life with the family.
Households organizing to welcome guests must ensure compliance with the provisions of the 2017 Tourism Law and its implementing guidelines.

Regarding the receiving and handling process, it is as follows: Households submit an application to participate in the model with relevant legal documents at the locality where they reside (People's Committees of wards: Minh An, Cam Pho, Son Phong). Based on the actual residence of the household, the locality will confirm the citizen's application; the processing time is no more than 2 working days.
Based on the confirmation and proposals of the locality, the City Department of Culture and Information shall preside over and coordinate with relevant departments to organize inspection and survey of the house, discuss and agree on specific proposals and report to the City People's Committee for implementation.
At least 15 days before starting operations or if there is a change in the name of the facility, scale, legal representative, etc., the household is responsible for sending a written notice to the Department of Culture and Information and the People's Committee of the locality where the operation is registered for management, monitoring and support during the operation./.
