4 localities identify foreign language as the third subject
In the Regulations on Secondary and High School Admissions to be applied from 2025, recently announced by the Ministry of Education and Training, public opinion is particularly interested in the regulations on the 10th grade high school entrance exam.
According to the regulations, there are 3 methods of admission to grade 10 high school: entrance exam, selection or a combination of entrance exam and selection. The selection of the admission method is under the authority of the locality.
For the entrance exam method to grade 10 high school, localities will agree on a plan to take 3 subjects/exams: math, literature and a third subject or exam selected by the Department of Education and Training.
The third exam subject is selected from among the subjects assessed by scores in the secondary school general education program, ensuring that the same third exam subject is not selected for more than 3 consecutive years.
Immediately after the regulations were issued by the Ministry of Education and Training, the Ho Chi Minh City Department of Education and Training was the first unit to finalize the third subject in the 10th grade exam as English and emphasized that this was the will and desire of the leaders of the Department of Education and Training as well as the majority of parents and students of the city.
Although there is no official plan yet, the three localities of Quang Nam, Tien Giang and Khanh Hoa also plan to choose English as the third subject.
These localities believe that English is a suitable choice, helping to motivate and encourage students to increase their study of this subject in the context of international integration and making English the second language in schools.
Students need to be good at English to access documents and information during their studies. When entering the labor market, they need to use this language to work and communicate. Therefore, it is not until 2025 that the 10th grade exam will have English, but this subject will still be one of the 3 subjects in the 10th grade exam that localities choose.
Hanoi students hope to know the third exam subject soon
Hanoi has an educational scale that accounts for 1/10 of the whole country. The number of 9th graders entering the 10th grade high school exam every year is also very large, with about more than 100,000 candidates taking the exam. Every year, Hanoi recruits more than 60% of junior high school graduates to enter 10th grade public high schools, so the exam plan and the 10th grade public high school exam always attract the attention of many parents, teachers and students.
To facilitate teaching and learning in secondary schools and students to be proactive in learning and reviewing, since the end of August 2024, the Hanoi Department of Education and Training has announced the format structure and sample questions for the following subjects: math; literature, English, history and geography, natural sciences, information technology, civic education; and affirmed that this is the basis for building a question bank and making 10th grade exams according to the 2018 General Education Program.
The Hanoi Department of Education and Training recommends that secondary schools direct professional teams to research and apply exam format structures suitable for each subject so that grade 9 students can become familiar with them; strengthen the construction of question banks and test matrices according to the requirements of the subject program; encourage the construction of digital libraries of test questions, surveys, and sharing with educational institutions in the area to exchange and support the effective implementation of testing and assessment methods and forms.
In line with the above spirit, schools have actively built test banks and assessments in accordance with the format and structure of the sample questions. During regular and periodic tests, schools have implemented the form of room mixing, cross-scoring, writing on test papers, etc. to practice for students. During the final test of the first semester, 9th grade students in all areas took the common test of the district/county Department of Education and Training; the test format and method were the same as the 10th grade exam. From the survey results, schools assessed the actual quality of students' knowledge, thereby implementing teaching, learning and review measures to ensure knowledge for students.
However, the question that schools, 9th grade students and parents are asking at this time is when will Hanoi announce the third exam subject; along with that, what these subjects expect is that the third subject will be officially informed soon.
“Only when we know what the third subject is, can we feel secure in studying and reviewing. We have now finished the first semester and are entering the second semester. Because I am worried, I have to take 4 extra subjects, including biology, physics, chemistry, and history. If I had known about the third exam earlier, I would have continued to study the subjects seriously but would not have been as stressed and pressured as I am now,” said Hoang Duy, a 9th grade student in Dong Da district.
Teacher Nguyen Thu Trang, a 9th grade teacher in Hanoi, said: "In the regulations, the Ministry of Education and Training clearly stated: the third subject can be announced right after the end of the first semester. Now is the time, schools also hope to know the exam subjects early to be more proactive in teaching and reviewing for students."
It is known that the Hanoi Department of Education and Training is in the process of developing a plan for 10th grade high school admissions, including reviewing, calculating, and consulting with experts to agree on the third exam subject. After having the plan, the Department of Education and Training will submit it to the City People's Committee for consideration and as soon as it is approved, the exam plan will be widely announced to the public, students, teachers, and schools.
In Hanoi, many teachers, students, and parents frankly expressed their views: the third subject in the 10th grade high school exam should be a foreign language (mainly English); because English is one of the eight compulsory subjects for all students; helping to realize the Politburo's requirement of gradually making English the second language in schools.
