Speaking with Thanh Nien reporter, Mr. Pham Quoc Toan, Head of Examination Management and Quality Assessment Department (Hanoi Department of Education and Training), said that according to statistics from registration data for this year's high school graduation exam, 15,991 Hanoi students used foreign language certificates to consider recognition of high school graduation.

The number of students with international language certificates is popular, IELTS, and is concentrated in inner-city schools in Hanoi and private schools that have increased foreign language teaching.

Ms. Nguyen Thi Nhiep, Principal of Chu Van An High School (Hanoi), said that the whole school has 543 12th graders registered to use foreign language certificates to consider high school graduation recognition, accounting for 77.4% of the school's 12th graders this year.

Ms. Nguyen Boi Quynh, Principal of Viet Duc High School (Hanoi), said that 502 grade 12 students of the school with international certificates in English, German, and Japanese registered for high school graduation in foreign languages in this year's high school graduation exam. Thus, about 69% of the school's students will score 10 in foreign languages when considering recognition of high school graduation.

According to Ms. Quynh, most students with certificates achieved high levels, far exceeding the IELTS 4.0 level required by the Ministry of Education and Training, with only a few students achieving the lowest IELTS 5.5 level.

Mr. Nguyen Xuan Khang, Principal of Marie Curie School (Hanoi), also shared an impressive figure when this year 75% of 12th graders, including classes where 100% of the school's students are eligible for exemption from foreign language exams. There is a class where 25/25 students all achieved IELTS certificates of 6.5 or higher, of which 2 students achieved IELTS 8.0.

To encourage students, at the end of the school year, the school decided to reward 64 high school students with IELTS scores of 7.5 or higher, of which 5 students achieved 8.5, and also reward classes with 70% or more students taking the exam and having an average IELTS score of 7.0 or higher, with rewards ranging from 1 to 20 million VND.

Mr. Dam Tien Nam, Principal of Nguyen Binh Khiem Secondary and High School (Hanoi), also said that the whole school has more than 40% of 12th grade students registering for high school graduation exams in foreign languages with international certificates. Although this number is not too high, compared to a few years ago, it has nearly doubled.

According to Mr. Nam, although the ministry's regulations allow exemption from exams and scoring of 10 foreign language subjects for students with an IELTS certificate of 4.0 or higher or equivalent, in reality, almost no students practice to get this score, the lowest must be 5.0 or higher because their goal is to use the certificate for university admission...

Thus, the number of students exempted from exams because of international language certificates in Hanoi is increasing. Specifically, in 2019, the whole city had about 5,000 students with foreign language certificates used for high school graduation recognition, in 2020 about 7,000 students, in 2021 more than 10,000 students, in 2022 more than 13,000 students and this year 15,991 students.

Nationwide, this year, the Ministry of Education and Training has not yet had specific statistics, but according to the Department of Quality Management (Ministry of Education and Training), in the 2022 exam, about 35,000 students used international certificates to be exempted from the foreign language exam.

According to regulations of the Ministry of Education and Training, candidates who have one of the foreign language certificates (same or different from the foreign language they are studying at high school) that is valid until at least June 27 and achieves the minimum score for each type of certificate, for example IELTS is 4.0, will be exempted from the foreign language exam.

When exempted from the foreign language high school graduation exam, candidates will be given 10 points in this subject to add to their high school graduation score. In case candidates do not register to use the right to be exempted from the foreign language exam, they must take the exam and be considered for high school graduation recognition like candidates who are not exempted from the exam.
