Determining that planning work must be one step ahead, Hoang Hoa district has focused on reviewing, adjusting, and supplementing regional planning, promoting the advantages of each region, paying attention to hilly and coastal areas. On the basis of the industrial cluster development planning, Hoang Hoa district People's Committee has organized the establishment, appraisal and approval of the 1/500 detailed planning as a basis for implementing and managing the planning. The work of calling for and attracting investment has received attention and has had many positive changes: Many large investors have been attracted to invest and seek investment opportunities in the area such as: Bac Hoang Hoa Industrial Cluster attracted 7 investors; Thai Thang Industrial Cluster attracted 2 investors. The total mobilized development investment capital in the area for 3 years (2021 - 2023) is estimated at over 21 trillion VND, reaching 70.26% of the set term plan.
As a foreign-invested company located in the Bac Hoang Hoa industrial cluster, with the facilitation of the Hoang Hoa district government in terms of land for factory construction, legal procedures and labor recruitment, Sakurai Vietnam Company has started production in phase 1 and phase 2 with a scale of 500 workers specializing in garment production for export. In 2024, the company is expected to complete construction and put into operation phase 3 of the factory and create jobs for about 700 local workers.

Along with improving the environment and attracting investment, Hoang Hoa district has mobilized many budget sources from the central to local levels, about more than 3,150 billion VND, to invest in synchronous development of infrastructure to attract investment and create momentum for socio-economic development. Investment projects from the State budget have been implemented drastically, synchronously, and disbursed promptly to ensure progress and bring about clear results. Some large and key projects have been accelerated and put into use, such as: Road from Hoang Minh red light intersection to Gong intersection: Thinh - Dong Road (phase 1; phase 2); Quy - Xuyen Road, Kim - Quy Road, National Highway 1A to Hai Tien tourist area, Hoang Hoa district (phase 2), Traffic road from But Son bridge to National Highway 10 (in Hoang Vinh commune)...; Notably, in the process of attracting investment for development, Hoang Hoa district has built and issued a number of mechanisms to encourage investors to focus on projects that attract a lot of labor, create jobs and contribute greatly to the State budget. Promote reform of administrative procedures in the fields of land, basic construction investment, business establishment, and implement publicity and transparency in planning, procedures, documents, mechanisms and policies related to investment.

Currently, there are more than 1,000 enterprises in Hoang Hoa district. In recent times, along with proactively calling for enterprises to invest in the area, the district has spent time taking enterprises to survey locations, introducing potentials, strengths and committed to accompanying them throughout the investment process. Creating all conditions for investors, such as: consulting on provincial policies, promptly handling documents and procedures according to authority, supporting enterprises in attracting workers, and working with enterprises to resolve difficulties in the investment process...
