Perfecting the mechanism and policies for developing defense and security industry and encouraging industry

Continuing the 6th Session, on the afternoon of November 8, the National Assembly listened to the Presentation and Report on the Review of the Draft Law on National Defense Industry, Security and Industrial Mobilization.

Ensuring the effectiveness and efficiency of state management

Emphasizing the Party's viewpoints, guidelines and policies on building and developing the defense industry, security industry and industrial mobilization, Minister of National Defense Phan Van Giang said that in the past, the National Assembly has passed many laws and resolutions affecting the defense industry, security industry and industrial mobilization, requiring the development of a Law to regulate regulations on the defense industry, security industry and industrial mobilization to ensure consistency and unity in the legal system.

The development of the Law aims to perfect mechanisms and policies to meet the needs of building and developing the national defense industry, security industry and industrial mobilization in the short and long term, ensuring specific mechanisms and policies for particularly important areas of the national defense industry and security industry. At the same time, promoting the role, functions and tasks of the national defense industry, security industry and industrial mobilization in ensuring weapons, technical equipment and professional technical means for the people's armed forces.

In addition, it is necessary to organize innovation and arrange the system of defense industrial facilities and security industrial facilities in accordance with the characteristics of the defense industry, security industry and industrial mobilization, associated with the military's combat methods, the tasks of the police, meeting the market economy and global integration; ensuring concentration, unity, effectiveness and efficiency of state management of the defense industry, security industry and industrial mobilization.

At the same time, mobilize economic sectors and enterprises outside the people's armed forces with financial and scientific and technological potential to participate in investing in the development of the defense and security industry and carry out the task of industrial mobilization, participate in the production and repair of weapons, technical equipment, and professional technical means for the people's armed forces; promote international cooperation and integration...

The draft Law consists of 7 chapters and 73 articles, focusing on 5 outstanding policies that have been approved by the Government and the National Assembly. These are developing the defense industry and security industry in a dual-use direction, ensuring the participation of enterprises, organizations and individuals in defense industry and security industry activities; perfecting, arranging and innovating the defense industry and security industry organization system; promoting scientific and technological activities to serve the development of the defense industry and security industry; mobilizing resources for the development of the defense industry and security industry; ensuring the effectiveness of industrial mobilization activities...

Regulations for appropriate workers

Presenting the Verification Report, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi stated that the draft Law dossier submitted by the Government was basically in accordance with the provisions of the Law on Promulgation of Legal Documents. Many contents were carefully and meticulously researched and prepared, meeting the conditions for reporting to the National Assembly for consideration and comments.

Regarding the principles of building and developing the defense industry, security industry and industrial mobilization, the National Defense and Security Committee believes that this principle is of great significance and serves as a basis for stipulating specific contents of the draft Law; therefore, it is recommended that the drafting agency continue to review to fully stipulate the principles in the draft Law.

Regarding the conditions for participating in defense and security industry activities of enterprises, organizations and individuals, some opinions say that this provision is still general and may create barriers and difficulties for enterprises, organizations and individuals who have the ability, conditions and desire to participate in this activity. Therefore, some opinions suggest studying and regulating specific conditions but in the direction of encouraging, attracting and mobilizing the highest participation and assigning the Government to regulate this in detail; supplementing regulations on conditions for mobilizing individuals to participate in defense and security industry activities...

The National Defense and Security Committee recommends that the drafting agency study the above opinions to make appropriate regulations, and the Government shall specify specific conditions in detail.

In addition, the National Defense and Security Committee found that the classification of regimes and policies according to each subject and group of subjects is reasonable. However, some opinions said that the regimes and policies are still scattered and lack generality.

Notably, there is a proposal to add a regulation that allows enterprises to proactively pay salaries to employees and experts according to the market mechanism. The salary payment budget for employees of accounting units participating in national defense and security services in core defense industrial establishments and security industrial establishments is accounted for in production and business costs, not included in the annual salary fund, determined on the basis of a stable salary unit price, salary management through production and business results; adding subjects who are Vietnamese people abroad and subjects of "scientists", "talented young scientists"...

The National Defense and Security Committee proposes to study the above opinions to prescribe regimes and policies for workers in accordance with the specific nature of core defense industrial establishments, security industrial establishments and with relevant laws.
