Paying attention to the issue of economic development, ensuring national defense and security at sea, National Assembly delegates proposed a special mechanism to prioritize resources for breakthrough investment in modern infrastructure systems, serving the socio-economic development of island districts.

Delegate Huynh Thi Anh Suong (Quang Ngai) said that in 2022, the Politburo issued Resolution No. 26-NQ/TW on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045.
Accordingly, the North Central and Central Coast regions have a particularly important strategic role and position in terms of economy, politics, culture, society, national defense and security, especially marine economy and national defense and security of sea and islands. Delegates proposed that the Government focus on developing and implementing regional planning and planning for each locality in the region for the 2021-2030 period, creating a legal basis for localities in the region to link, cooperate, coordinate, and clearly assign roles, functions, and tasks on the basis of high specialization, in accordance with the comparative advantages of localities and sub-regions. At the same time, localities focus on developing marine economy in combination with ensuring national defense and security at sea.
In addition to maritime economy, oil and gas exploitation, aquaculture and seafood exploitation, coastal industry, renewable energy, the Quang Ngai delegation said that the marine tourism industry with high-quality cultural tourism products, specific and unique to each region and locality, needs to continue to be focused on development.
“There needs to be a specific mechanism to prioritize resources for breakthrough investment in modern infrastructure systems to serve the socio-economic development of island districts,” said delegate Huynh Thi Anh Suong.
Currently, the infrastructure on island districts serving socio-economic development is still limited. Delegates said that it is necessary to invest in a breakthrough system of modern infrastructure, connecting the shore, sea and islands such as seaports, airports, roads, power grids and telecommunications...
“To do this, it is necessary to have a specific mechanism for the island districts in the North Central and Central Coast regions, including Truong Sa, Ly Son, Con Co in particular and the 12 island districts of the whole country in general, to prioritize investment resources. Because in addition to the function of an administrative unit, the island districts are also related to the role of establishing the baseline of the sovereignty of the sea and islands of the Fatherland,” delegate Huynh Thi Anh Suong proposed.

In fact, in recent days, public opinion has been stirred up about overcharging in schools. Delegate Nguyen Minh Tam (Quang Binh) shared local experiences in exempting and reducing tuition fees for students; clearly defining school fees, contributing to limiting this situation.
Delegate Nguyen Minh Tam said that not all localities have this mechanism and this is only a temporary solution because if it does not solve the problem of increasing revenue for education, there will be a situation of "tightening here, swelling there". "The preferential policy of exempting and reducing tuition fees and extending the time for increasing tuition fees will not be able to compensate for the additional costs that parents have to bear", the delegate said.
Therefore, delegate Nguyen Minh Tam suggested that the Government should soon study and have a suitable roadmap to balance the increase in tuition fees and the mobilization regulations to ensure the harmony of interests between educational institutions and parents; thereby, ensuring the quality of education, especially public education in the current period.
In addition, the Government only sets a ceiling and allows localities to decide on tuition fees in accordance with the living standards and specific conditions of each locality to ensure that there is no overcharging. In addition, to ensure resources to solve difficulties, delegates suggested that the Government and the National Assembly continue to pay attention to investment and budget allocation for the education sector.

Concerned about child protection solutions, delegate Tran Thi Thanh Huong (An Giang) said that Resolution No. 121/2020/QH14 of the National Assembly on continuing to strengthen the effectiveness and efficiency of implementing policies and laws on preventing and combating child abuse has set out requirements to curb and reduce by 5-7% all types of crimes against children. However, from 2020 to present, the rate of child abuse has tended to increase. Of which, the rate of children suffering from domestic violence in 2020 accounted for 5.55%, and by 2022 it would account for 7.5%.
Notably, some cases of child abuse with serious consequences were caused by relatives and those responsible for caring for and raising the children. This heartbreaking situation is sounding the alarm bell, requiring sectors and levels to pay more attention to this issue.
According to the Government's report, one of the reasons for this situation is that the coordination between family work and children's work is not effective. Funding for children's work in some local programs and projects has not received due attention...
Delegate Tran Thi Thanh Huong proposed that the National Assembly and the Government strengthen direction, prioritize ensuring resources, and pay more attention to supervising the implementation of legal regulations related to children and preventing and combating child abuse.
In addition, it is necessary to further improve the effectiveness of coordination between organizations, especially the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, and the Vietnam Association for the Protection of Children's Rights, so that child care and protection can be carried out in a more synchronous, practical and effective manner.
