Discussing and giving comments on the draft report on the economic - budget field of the Economic - Budget Committee of the People's Council of Ha Tinh province, delegates proposed to consider and supplement the assessment of policy disbursement according to issued resolutions.

On the morning of November 29, the Economic - Budget Committee of the Provincial People's Council held a meeting on a number of contents to be submitted to the 17th Session of the 18th Provincial People's Council.

At the meeting, delegates focused on discussing and giving comments on the draft report on the economic and budgetary fields, including: the socio-economic situation in 2023, the expected socio-economic development plan for 2024; results of the implementation of the State budget estimate in 2023, the State budget estimate in 2024; approval of the general settlement of the local budget in 2022; regulations on a number of policies to support the implementation of population resettlement in areas: natural disasters, especially difficult areas, and border areas in Ha Tinh province in the period of 2023 - 2025;

Approving the list of works and projects requiring land acquisition and land use purpose conversion in 2024; a number of policies to support the development of logistics and export services in the province until 2025; abolishing Resolution No. 89/NQ-HDND dated July 18, 2018 of the Provincial People's Council on approving the adjustment of the Water Resources Planning of Ha Tinh province until 2025, with a vision to 2035; Stipulating the content, support levels, State budget expenditure norms, dossier forms, procedures, criteria for selecting projects, plans, and production development options under the National Target Programs in the province for the period 2023-2025;

Adjusting tasks, survey estimates, preparing and adjusting the Gia Lach Industrial Park Construction Zoning Plan; approving the Gia Lach Industrial Park Construction Zoning Plan Adjustment Project; the project to adjust and expand the Loc Ha Sea Tourism Area Construction Zoning Plan; deciding on investment policies, adjusting investment policies and supplementing the medium-term public investment plan; stipulating collection rates and units for calculating environmental protection fees for mineral exploitation in the province; promulgating the List of public career services using the State budget in the field of natural resources and environment in the province.

Director of the Provincial Tax Department Truong Quang Long: There needs to be specific solutions to restore production - business and economic growth after natural disasters and epidemics.

The review shows that the submissions and draft resolutions submitted to this session have complete documents, procedures, and relevant legal bases, are necessary, and fall within the decision-making authority of the Provincial People's Council. The content of the submissions and accompanying draft resolutions has been collected by the drafting agency for comments from relevant departments, branches, sectors, and localities.

Delegates also analyzed further socio-economic development indicators, economic growth index, budget revenue and expenditure, progress of disbursement of development investment expenditure, business performance... to make a more comprehensive assessment of the socio-economic development situation of the province and proposed to consider adding assessment of policy disbursement in the resolutions issued by the Provincial People's Council.

Vice Chairman of the Provincial People's Council Tran Van Ky: It is necessary to consider the reasons why some important targets were not achieved compared to the resolution of the Provincial People's Council.

Also at the meeting, delegates listened to and commented on the draft Thematic Supervision Report "Results of updating and adjusting maps and cadastral records in the province in the period of 2020 - 2023"; summary report on the activities of the Economic - Budget Committee in 2023, directions and tasks in 2024; submission, draft Resolution on Regulations on a number of contents, expenditure levels and conditions to ensure the operations of the People's Councils at all levels of the province.

Regarding the submission and draft Resolution on Regulations on a number of contents, expenditure levels and conditions to ensure the operation of the People's Councils at all levels of Ha Tinh province, delegates proposed to review the contents of expenditure levels and a number of regimes to ensure the operation of the People's Councils at all levels; complete the dossier, fully implement the procedures to ensure compliance with legal regulations.
