Successfully completed complex technical items at Cam Lam - Vinh Hao highway
This is the assessment of the State Inspection Council on the acceptance of construction works for the construction quality of the Cam Lam - Vinh Hao Expressway Component Project.

The State Inspection Council for Construction Acceptance has just announced the results of the inspection of the investor's acceptance of the Cam Lam - Vinh Hao component project of the North - South Eastern Expressway Construction Investment Project in the 2017 - 2020 period.
Accordingly, the Council agreed to conditionally accept the results of the investor's acceptance of the completed project for the Cam Lam - Vinh Hao Expressway Component Project implemented under the PPP form.
The Council acknowledged and highly appreciated the efforts of the investor, contractors and related parties in overcoming many difficulties during the project implementation (such as the great impact of the Covid-19 pandemic, site clearance, construction material sources, etc.) to complete the large-scale expressway project, many items of complex technical nature, ensuring construction progress according to the provisions of the contract and the direction of the Prime Minister.
It is known that the Cam Lam - Vinh Hao Expressway Component Project is one of the few expressway projects with a traffic safety system designed according to national technical standards on road traffic signals.
Toll stations, intelligent traffic control and management systems - ITS are invested to use a common service toll collection system to ensure interconnection of the entire North-South expressway system and regional control centers, to ensure traffic safety and facilitate management.
The ITS equipment clusters and cameras along the route are operated by solar energy, thereby saving power consumption, reducing costs and protecting the environment. This is also the project that was accepted for fire prevention and fighting the earliest among the projects implemented together and was highly appreciated by the State Inspection Council for Construction Works Acceptance.
Previously, at the working session on April 20, 2024 of the Council at the Project, Deputy Minister of Transport Le Anh Tuan - Vice Chairman of the Council highly appreciated the spirit of participation of relevant entities in accordance with the direction of the Prime Minister with the motto "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", "only discussing progress, not retreating"... along with the capacity and experience of the investor consortium led by Deo Ca Group to complete the project despite facing many difficulties and challenges.
Mr. Bui Xuan Dung, Deputy Minister of Construction - Permanent Vice Chairman of the Council highly appreciated the Project Management Board 85, the investor, contractor, consultant and related parties for their good coordination, close supervision of the implementation process, and contributions to the completion of the project.
The Council conditionally approved the results of the investor's acceptance of the completed project for the Cam Lam - Vinh Hao Expressway Component Project to put the project into operation, including the 78.5 km long main expressway route, Nui Vung tunnel, interchange, direct overpasses on the boat, and residential access roads.
It is known that the Cam Lam - Vinh Hao Expressway Component Project enterprise has proposed to operate the expressway from April 26, 2024 to serve the increased travel demand during the holidays. At the same time, the investor also proactively spent money to build temporary rest stops on the route to serve people for free while waiting for the Ministry of Transport to approve the investment in building official rest stops.
The Cam Lam - Vinh Hao Expressway component project is one of three component projects invested in the form of PPP partnership. The project has a total investment of VND 8,925 billion, with a length of 78.5km, passing through 3 provinces of Khanh Hoa, Ninh Thuan and Binh Thuan. The joint venture of investors is Deo Ca Group, Deo Ca Construction Company and Construction Investment Company 194.
On the route, there is Nui Vung tunnel, 2.2km long, 3 lanes, 14m wide, phase 1 uses the Right tunnel, 2-way traffic. This is the 4th largest road tunnel in the country after Hai Van tunnel, Deo Ca tunnel and Cu Mong tunnel implemented by Deo Ca Group.
The Vietnam Road Administration has selected Deo Ca Transport Infrastructure Investment Joint Stock Company (HHV) as the unit to manage, operate and maintain the project to ensure safe and smooth operation. The project investor has proactively spent money to build temporary rest stops along the route, serving people for free while waiting for the Ministry of Transport to approve the investment in building official rest stops.
The completion of the Cam Lam - Vinh Hao expressway has helped connect the expressway from Ho Chi Minh City to Nha Trang, helping to reduce half the time compared to National Highway 1, contributing to the completion of the North - South expressway system, creating an important driving force to promote socio-economic development for the country.
