Cam Xuyen district has mobilized functional forces to protect the construction of a pontoon bridge and complete the marking of the sand mine planning area to serve the North-South expressway project through Ha Tinh province.

The sand mine in My Yen village, Cam My commune is a construction material mine approved by the Provincial People's Committee in Decision No. 431/QD-UBND dated February 6, 2014; integrated into the Ha Tinh Provincial Planning for the period 2021-2030, with a vision to 2050 according to Decision No. 1363/QD-TTg dated November 8, 2022 of the Prime Minister.
The sand mine has also been approved by the People's Committee of Ha Tinh province to add the area for exploiting common construction materials to the area where mineral exploitation rights are not auctioned in Ha Tinh in Decision 1602/QD-UBND dated July 6, 2023.

The total approved mining volume is more than 89,196 m3 . The total area of sand mining land is nearly 3,479 hectares, of which 1.7 hectares is land managed by the Commune People's Committee, river land, wasteland, alluvial land, the rest is land allocated to 86 households for crop production.
Regarding the purpose of exploitation, the sand mine in My Yen village only serves the North-South expressway project. The exploitation method is only allowed to use excavators and transport vehicles, not sand suction method.
Regarding the roadmap and mining volume, in 2023, the mine is expected to exploit about 11,490m3 , in 2024 about 68,940m3 and in 2025 about 8,766m3 . If the mining process is sufficient, it may stop earlier than the proposed roadmap.

Resolutely handle extreme, obstructive and illegal acts.
According to Mr. Bien Van Thuyet - Head of the Propaganda Department of Cam Xuyen District Party Committee, implementing the province's policy, the district has established working groups to propagate and mobilize the implementation of the policy of exploiting My Yen sand mine to serve the construction of the North - South expressway.
These groups have conducted many rounds of propaganda and mobilization at each household; directed mass organizations to conduct specialized activities to inform and propagate the contents of sand mines to all people. At the same time, they organized direct contacts, coordinated with provincial departments and branches to provide information and explain the contents that people had questions about; organized press conferences to widely inform about the contents related to sand mines; and had dialogues between the district leaders and the people of My Yen village.
Assessment of environmental impact, level of impact on infrastructure works and people's livelihood when exploiting sand mine in My Yen village, Cam My commune: Regarding people's concerns about the impact and influence on the foot of Ke Go Lake dam: In Document No. 1804/SNN-TL dated June 30, 2023, the Department of Agriculture and Rural Development and the Irrigation Sub-Department determined that the sand mine is 1.5 km downstream from the Ke Go Lake flood spillway, outside the Doc Mieu spillway protection corridor and Ke Go Lake (stipulated in Article 40 of the Law on Irrigation); in the vicinity of the sand mine, there are no other irrigation works or dike works. The sand mine does not affect the foot of National Highway 8C: In Document No. 1476/SGTVT-KH2 dated June 30, 2023, the Department of Transport assessed and determined that the sand mine is located on the right bank of the Ngan Mo River, far from the foot of National Highway 8C, and does not affect the National Highway 8C corridor. Regarding concerns and worries about landslides in cultivated land: During the survey, the specialized agency of the Department of Natural Resources and Environment has assessed and agreed on specific measures to prevent landslides such as: exploiting according to the slope leveling plan, driving a thick bamboo pile system 5-6m deep, along the exploitation route, using stone cages and concrete piles for reinforcement at weak points. At the same time, in Document No. 1652/XN-UBND dated July 13, 2023 of the Provincial People's Committee, it is affirmed that: If the exploitation process shows signs of landslides and is unsafe, it is mandatory to stop construction until there are safety measures approved by competent authorities before continuing. No deep abyss, ensuring no loss of domestic water for people: The exploitation plan only allows to take the depth equal to the current riverbed, so it will not create a deep abyss. The exploitation level is equal to the current riverbed, so it will not affect the underground water for people's daily life. In addition, the clean water project phase 2 of Cam My commune, with a total investment of 11 billion VND, of which the central and provincial budgets support more than 8.275 billion VND, has been approved by the Provincial People's Committee and will be implemented soon. The Head of the Propaganda Department of Cam Xuyen District Party Committee added that the Standing Committee of the District Party Committee and the District People's Committee also regularly organize meetings to listen to the project's progress and difficulties and obstacles in order to promptly resolve them. At the same time, they coordinate with the relevant agencies to strictly handle 3 cases of spreading distorted news about the sand mining policy.
People of My Yen village participated in a dialogue with the Chairman of Cam Xuyen District People's Committee about sand mining for the construction of the North-South expressway project.
Although authorities at all levels have widely informed, had public dialogues, explained thoroughly and methodically, and demonstrated with convincing viewpoints, a part of the people in My Yen village still do not agree with the policy.
On December 11, when the authorities supported the construction unit to build a pontoon bridge across the Ngan Mo River to serve the marking of the sand mining area, a group of people gathered to protest and obstruct. The local government had to mobilize the authorities and organizations to support the construction unit to build a pontoon bridge across the river to serve the marking.
By nearly 5 p.m. the same day (December 11), the construction of the pontoon bridge was basically completed. Next, the authorities drove stakes and set up markers in the sand mining area of My Yen village to hand over to the construction unit. By 6 p.m. the same day, after being further persuaded and explained by the authorities, these people left the scene and returned home.

To facilitate the implementation of the policy of exploiting My Yen sand mine to serve the construction of the North-South Expressway Project, the local government continues to promote propaganda and explanation to all the people. However, for those who incite and obstruct, the district will resolutely and strictly handle according to the provisions of the law.
