On the occasion of attending the activities of the 79th Session of the United Nations General Assembly and working in the United States, on the afternoon of September 22 (local time), in New York, General Secretary and President To Lam attended a seminar on Strengthening Vietnam-US cooperation in developing the semiconductor industry and artificial intelligence (AI).

The seminar was attended by leaders and experts from leading technology corporations and organizations in the world in the field of semiconductors and AI in the United States such as AMD, Google, Marvell, the Semiconductor Industry Association (SIA), the Semiconductor Manufacturing International (SEMI)...

In his opening speech, Minister of Planning and Investment Nguyen Chi Dung said that in recent times, the Vietnam-US relationship has continuously developed, becoming more comprehensive and deeper in all areas, especially economic-investment-trade cooperation.

Minister Nguyen Chi Dung emphasized that the potential for cooperation between Vietnamese and US partners in high-tech fields such as semiconductors and AI is enormous. This cooperation will open up many opportunities for businesses on both sides to develop and exploit each other's advantages and will have many meanings in the new period, especially after Vietnam and the US upgrade their relationship to Comprehensive Strategic Partnership from September 2023.

Vietnam has issued a Strategy for the development of the field of artificial intelligence since 2021 and on September 21, the Prime Minister signed and issued the Program for Human Resource Development in the Semiconductor Industry and the National Strategy for the Development of the Semiconductor Industry.

In the coming time, Vietnam will promote training of high-quality human resources to participate in the AI ​​and semiconductor industries, with the goal of training 50,000 engineers from now until 2030.

Within the framework of the discussion, representatives of leading technology organizations and corporations in the United States and the world shared international experiences in developing the semiconductor and AI industries, as well as pointed out the great potential and opportunities for cooperation with Vietnam to develop these fields.

Experts highly appreciate Vietnam's strategy for developing the semiconductor and AI industries, believing that with the outlined directions, Vietnam will become an attractive destination for investors in this field and will achieve many successes in the future.

Currently, a number of large Vietnamese technology corporations and enterprises are actively participating in the semiconductor and AI fields, with the pioneer being FPT Corporation - a unit that has cooperated with leading "brains" in the global AI field such as Landing AI, Mila, Nvidia and plans to invest 200 million USD to establish an Artificial Intelligence Factory (AI Factory).

The AI ​​factory will contribute to boosting the economy, creating a boost to help Vietnam develop the AI ​​industry, and leading the world's technology development trend.

In the semiconductor field, FPT focuses on design, testing and training of high-quality human resources to meet market needs.

With more than 10 years of semiconductor research, in 2022, FPT Semiconductor was established, launching the first "Made in Vietnam" semiconductor chip.

Sharing his heartfelt remarks, going straight to the topics of Vietnam-US cooperation opportunities in the fields of semiconductor industry and AI, General Secretary and President To Lam expressed his agreement with the opinions of the delegates.

The General Secretary and President stated that Vietnam is determined to develop the country quickly and sustainably based on science, technology, and innovation. The Party and State have identified three strategic breakthroughs for the country's socio-economic development by 2030: institutions, infrastructure, and human resource development associated with economic restructuring and growth model innovation; promoting development based on science, technology, innovation, and cultural values ​​of the Vietnamese people.

The General Secretary and President emphasized that developing the semiconductor and AI industries is an objective requirement, a strategic choice, and a priority in science and technology development; it will lead to the development of other supporting industries.

General Secretary and President To Lam pointed out that Vietnam is currently at an important time for the transformation towards a digital economy, green economy, and circular economy and is prioritizing the strong development of science and technology and innovation to create breakthroughs in productivity, quality and increase the competitiveness of the economy.

In that context, Vietnam encourages and prioritizes selective investment attraction, targeting high-tech projects, semiconductors, artificial intelligence, research and development, renewable energy, green hydrogen, and synchronous infrastructure construction... These are also the areas where US investors have great potential and strengths.

Reviewing the positive results that the Vietnam-US cooperation relationship has brought about since the normalization of relations in 1995, General Secretary and President To Lam affirmed that the potential for cooperation between Vietnamese and US partners in high-tech fields such as semiconductors and AI is enormous and meaningful in the new era, especially after Vietnam and the US upgraded their relationship to a Comprehensive Strategic Partnership with two breakthrough pillars of cooperation: innovation and the semiconductor industry.

The General Secretary and President expressed his belief that cooperation in the fields of semiconductors and artificial intelligence will open up many opportunities for businesses on both sides to promote and exploit each side's advantages.

Pointing out that Vietnam has strengths and opportunities to develop the semiconductor and AI industry, General Secretary and President To Lam said that over the past 20 years, Vietnam has trained hundreds of thousands of programmers and millions of people working in information technology, which is an important basis to affirm that human resources in the field of artificial intelligence and semiconductors are one of Vietnam's strengths.

Currently, Vietnam also has many large enterprises in electronics, information technology, semiconductor industry and AI such as Samsung, Amkor, Hana Micron, Intel, Foxconn, LG, Viettel, VNPT, FPT..., along with many large investors who are completing the final procedures to deploy research and development, production and business activities in Vietnam.

General Secretary and President To Lam affirmed that Vietnam always attaches importance to international cooperation and understands that to succeed and advance in high-tech fields, especially the semiconductor and AI industries, we can only go together and build a solid value chain; at the same time, we welcome US businesses and organizations to Vietnam to jointly develop innovative and sustainable solutions.

Appreciating the efforts of the Ministry of Planning and Investment in actively and proactively coordinating with relevant agencies and FPT Corporation in promoting the semiconductor and artificial intelligence industries, General Secretary and President To Lam believes that with the contribution of all, the Comprehensive Strategic Partnership between the two countries will become increasingly substantive and effective, contributing to sustainable development./.
