Hoa Lu completes many important criteria in building advanced new rural areas.

On December 9, 2016, the Prime Minister issued Decision No. 2410/QD-TTg recognizing Hoa Lu district as meeting NTM standards, the first district in Ninh Binh province to meet NTM standards and also the first district in the country to meet NTM standards.

Up to now, the whole district has 5/10 communes recognized as meeting the standards of model new-style rural communes (including Ninh Giang, Ninh My, Truong Yen, Ninh Thang and Ninh Hai communes); 1 commune has met the standards of advanced new-style rural communes (Ninh An commune) and 56/85 villages and hamlets (reaching 65.9% of villages and hamlets) have met the standards of model new-style rural residential areas; Thien Ton town has met the standards of urban civilization.

In the process of building new rural areas and advanced new rural areas, tourism development is identified as the spearhead economic sector of the district, with the potential and advantages of having many tourist areas and spots, in developing agricultural and rural tourism, in recent years, with the attention and facilitation of all levels and sectors, tourism and service activities in Hoa Lu district have had many improvements, initially making their mark associated with the results in the program of building advanced new rural areas.

Currently, Hoa Lu district is known for famous tourist areas and spots such as: Hoa Lu Ancient Capital Special National Monument, Trang An Eco-tourism Area, Tam Coc Bich Dong, Thung Nham, Hang Mua... The development of tourism has attracted tens of thousands of direct and indirect workers in the locality to have stable jobs and incomes, improving the quality of life.

Tourism has developed strongly, the economic structure of the district has shifted rapidly from agriculture and small-scale industry to services. Agricultural activities account for only over 15% of the economic structure of the heritage area. However, Hoa Lu has identified a number of key products such as: Rice, lotus and lotus products; goats and goat meat products, Tong Truong perch and products from Tong Truong perch...

In order for the district's key products to develop sustainably, the District People's Committee has approved the production development plan associated with the Agricultural Restructuring Project to 2025, with a vision to 2030 for 10/10 communes of the district.

Currently, 100% of concentrated raw material areas have been invested in synchronous infrastructure, granted planting area codes and applied advanced technical processes. The construction and development of the "One Commune One Product" program has always been directed and implemented by Hoa Lu district.

Up to now, the district has had more than 10 OCOP products certified. In 2023, the district registered 7 new products and re-certified 1 product. To achieve the above results, Hoa Lu district has issued many policies to support the development of key products, OCOP products, especially Project No. 02 of the District People's Committee on implementing the National Target Program on New Rural Development in Hoa Lu district for the period 2021-2025. These include policies to support the development of agricultural production for key products such as supporting the development of native goat herds, supporting mechanization in agriculture and policies to support OCOP products.

The district has also planned a Ninh Van stone handicraft industrial cluster with a total area of ​​over 30 hectares, and is completing the infrastructure. Each year, the stone handicraft industry brings in hundreds of billions of VND in revenue to the locality, with the average income of thousands of workers reaching about 8 million VND/person/month. Diversifying forms and models in economic development has contributed to increasing income and reducing the rate of poor households in the district.

By the end of 2022, the average income in the district will reach nearly 65 million VND/person/year, the production value per hectare of cultivated land will reach over 141 million VND, and the poverty rate will drop sharply to 1.42% according to new criteria. Economic development has made the rural appearance in Hoa Lu more prosperous. Infrastructure has been invested, the transportation system in the district ensures inter-commune, inter-regional and inter-regional connectivity, suitable for the urbanization process.

Currently, 100% of the roads managed by the district ensure convenient car travel and connection to the administrative centers of the communes in the area and between concentrated raw material areas, suitable for the urbanization process. The rate of asphalted and cemented roads reaches 100%. National and provincial highways are regularly invested in, renovated and upgraded, convenient for trade and socio-economic development of the district.

In recent years, Hoa Lu has directed and paid attention to improving the quality of primary health care and protection for the people. Actively mobilizing resources to invest in building and repairing health stations, purchasing medical equipment to ensure compliance with regulations; continuing to improve the quality of medical examination and treatment, ensuring the rights of health insurance participants. Up to now, the rate of people participating in health insurance in the district has reached 95%.

At the same time, identifying education as the top national policy, Hoa Lu has implemented many integrated programs to build infrastructure for schools. Up to now, the whole district has 100% solid classrooms. The quality of education is increasingly improved, with 100% of preschool children attending school 2 sessions/day. Over 99% of primary school students meet the requirements of capacity and moral qualities. The rate of secondary school graduates is 99% or higher, and the rate of students passing the 10th grade entrance exam is nearly 80% or higher. For many consecutive years, Hoa Lu district has ranked high in the province's excellent student competitions...

Environmental issues are a difficult criterion in the new rural development program. However, with many practical and specific movements of mass organizations such as "Clean house, beautiful garden", "5 no, 3 clean", "10 minutes to clean house, clean alley", along with activities of collecting scrap, fighting plastic waste, using plastic baskets when going to the market, sorting waste at households, using probiotics in waste treatment... have received the response of members and people. Thereby creating a positive change in people's awareness of preserving and protecting the living environment.

Up to now, 11/11 communes and towns in the district have organized the collection and treatment of concentrated domestic solid waste 1-3 times/week; for communes in the Trang An Scenic Landscape Complex, waste is collected and transported daily, creating a new look in the countryside.

To complete the goal of building a district that meets advanced NTM standards by the end of 2023, Hoa Lu district is continuing to direct Ninh An commune to build a model NTM commune; Ninh Hoa commune to build an advanced NTM commune. Up to now, Hoa Lu district has basically achieved 9/9 advanced NTM criteria. With some criteria lacking specific guidance and unstable indicators, Hoa Lu district has proposed and coordinated with departments, branches and sectors to guide and focus on directing to complete the dossier to request recognition of an advanced NTM district by the end of 2023, ensuring progress and requirements.

At the same time, continue to propagate, mobilize and disseminate guidelines and policies to cadres, party members and people of all walks of life to better understand the purposes, contents, guiding viewpoints, mechanisms and policies of the Party and State in building new rural areas, agree to implement and firmly achieve advanced new rural areas.
