Support the poor to overcome difficulties and rise up

Clearly identifying that caring for the poor is the responsibility of the entire political system, Party committees and authorities at all levels have implemented many specific and practical programs and goals to help poor households, such as: Policies on education, healthcare, health care, social insurance, health insurance, vocational training, job creation; housing, land; support for production, business, livelihood diversification; electricity bill support; legal aid; preferential credit... Through support policies, many households have the conditions to escape poverty, especially changing their thinking and being proactive in economic development.

Previously, Mr. Lo Van Pan's family was one of the poor households in Bo village, Tua Chua town (Tua Chua district). In 2019, his family had access to a loan program for production, business, and job creation from the district's Social Policy Bank with an amount of 50 million VND. After receiving the loan, Mr. Pan invested in a garden, pond, barn, and forest planting model. Thanks to the effective use of the loan, his family has had a stable income and escaped poverty. Mr. Pan shared: "Thanks to the Social Policy Bank lending me capital and the professional agency guiding the application of science and technology to pig, chicken, and fish farming. Up to now, my family's economic model has developed well, with an annual income of 80 to 100 million VND".

In recent years, many programs and policies to support the poor have been effective. From the beginning of 2023 to now, the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas in the province has mobilized more than 1,800 billion VND (capital transferred in 2022 was more than 478 billion VND) to invest in and support the poor. In particular, in terms of production support, the whole province has supported job conversion for 41 households, supported distributed domestic water for nearly 1,500 households; supported 39 projects linking agricultural and forestry production development; supported vocational training for nearly 2,100 people. In labor support, about 13.8% of people with working capacity and in need from poor households have been supported to improve their agricultural, forestry and fishery production capacity, innovate production methods and techniques; has provided regular social assistance to nearly 35,000 subjects.

Along with livelihood support, in recent years, the province has focused on housing support for poor households. Through review, up to now, in the province, there are still 7,447 policy households, poor households, near-poor households living in temporary houses, dilapidated houses, damaged houses in need of support for renovation and repair. Of which, the number of poor and near-poor households in need of support for renovation is 5,479 households; the need for repair is 1,916 households; the number of policy households in need of renovation is 28 households, the need for repair is 24 households. Identifying "settling down" before "working", all levels and sectors have mobilized many sources of capital to support the poor in building houses. In particular, implementing the Project on Mobilizing Support for Building Great Unity Houses for Poor Households in Dien Bien Province towards celebrating the 70th anniversary of Dien Bien Phu Victory launched by the Central Committee of the Vietnam Fatherland Front, in the province, there are 5,000 houses supported for renovation. Currently, localities are implementing.

The family of Ms. Lo Thi Tinh, Quyet Tien residential group, Tua Chua town (Tua Chua district) is one of 15 households in the town that received support to build a solidarity house under the Project. In addition to the donated money, Ms. Tinh's family also received preferential credit loans to complete the house and develop production. On the inauguration day of the new house (September 2023), Ms. Tinh's family received support from agencies and organizations with some household items. With a new house, Ms. Tinh expressed her peace of mind and trust in the Party, the State, and the joint efforts of the whole society to help the poor improve their lives.

With many specific and practical activities aimed at the poor, poverty reduction work in the province has achieved many positive results. According to information from the Department of Labor, War Invalids and Social Affairs, by 2022, the whole province had about 6,680 households overcoming poverty. As of September 2023, the poverty rate in the province decreased to 28.55% (down 1.8% compared to 2022). In the period of 2021 - 2023, the poverty rate decreased by 4.55% (exceeding the set target of 4%/year), thereby creating momentum to achieve the goal of reducing the poverty rate in the whole province to 18.9% by 2025.
