Support 100% of site clearance costs for investors to implement social housing projects.

Accordingly, the subjects of application under this resolution are investors of social housing construction projects invested with trade union financial resources; investors of social housing construction projects not funded by capital sources specified in Clause 1, Article 85 of the Housing Law; investors of commercial housing construction projects directly investing in social housing construction within the scope of commercial housing construction investment projects entitled to incentives for the land area specified in Clauses 2 and 3, Article 83 of the Housing Law; other state agencies, organizations and individuals related to the implementation of social housing construction investment in Quang Nam province.

The Resolution stipulates the content and level of support as follows: a) Support 100% of the cost to carry out compensation, support and resettlement work according to the provisions of the land law; create a clean land fund for investors to invest in building social housing. b) Support 50% of the cost of investment in building technical infrastructure systems within the project scope (including projects with investment phases approved by competent authorities), including: Traffic system, energy supply system, public lighting system, communication system, water supply system, drainage and wastewater treatment system, solid waste management system, public sanitation system (except for technical infrastructure systems inside the building) but not exceeding 10 billion VND/project. c) Support 100% of fees and charges for implementing investment procedures, including: Fees for appraisal of tasks, detailed planning projects for project construction; Appraisal of feasibility study reports (or technical economic reports); appraisal and approval of fire prevention and fighting designs and other fees and charges as prescribed by the Provincial People's Council.

Regarding the support method: The support fund specified in Point a above shall be considered for support after completing the procedures for settling compensation and resettlement support funds according to regulations. The support fund specified in Point b above shall be considered for support after the completion of the construction work is accepted according to the provisions of the construction law; support shall not exceed 90% of the value of the supported construction investment volume, the remaining amount shall be supported after completing the construction settlement procedures according to regulations. The support fund specified in Point c above shall be considered for support at the same time as the support fund for technical infrastructure construction according to the provisions of Point b. The State support amounts in the above support contents shall not be included in the selling price, lease-purchase price, or rental price of social housing. Payment and settlement of support funds shall be carried out in accordance with the provisions of the Investment Law, the Public Investment Law, the State Budget Law, and other relevant legal provisions.

The expected support budget is about 416 billion VND from the provincial budget.
