The effectiveness of the project to propagate the Law on Vietnam Coast Guard in Phan Thiet

After 5 years of implementing the Project "Propaganda and dissemination of the Law on Vietnam Coast Guard for the period 2019-2023" by the People's Committee of Phan Thiet City, many encouraging results have been achieved. Thereby, contributing to raising awareness and understanding of the law among all classes of people as well as accelerating the completion of the project's general goals within the city.

According to the leaders of Phan Thiet City, up to now, the city has over 3,400 fishing boats operating at sea; of which offshore fishing boats, with a length of 6 m or more, are more than 1,700 and many cargo and seafood purchasing boats; the annual exploitation output is about 60,000 tons. The number of workers exploiting seafood at sea is nearly 12,000 people; most of the fishing boats registered for seafood exploitation and logistics services in offshore areas are equipped with communication information, diverse means of catching seafood, creating strengths in the potential for seafood exploitation and catching. Since the promulgation of the Law on Coast Guard (2018) and the Project "Propaganda and dissemination of the Law on Vietnam Coast Guard for the period 2019-2023"; Phan Thiet City People's Committee has thoroughly grasped and deployed to agencies, units and People's Committees of wards and communes in the city to effectively implement the contents of the project. In particular, special attention is paid to diversifying forms of propaganda and education, combining many forces and means.

From there, promote the effectiveness of mass media and social networks to disseminate to all levels, sectors and the entire population about the Law on Coast Guard; about the tradition, position, role and importance of the Vietnam Coast Guard in enforcing the law at sea. At the same time, encourage owners of vehicles, boats, fishermen and all types of workers at sea to strictly comply with the law at sea and closely coordinate, assist and accompany the Coast Guard in enforcing the law at sea; strictly handle boats and fishermen who violate security, order and law at sea.

In addition, the People's Committee of Phan Thiet City also closely coordinated with the Coast Guard, Navy and Border Guard units to organize propaganda activities, the programs "Coast Guard accompanies fishermen", "I love my homeland's sea and islands", "Vietnam Navy is a fulcrum for fishermen to go offshore and stick to the sea"... Thereby informing and propagating the role, potential and strengths of the sea and islands in the cause of national construction and protection; the current situation of security and safety of our country's seas and islands; the 2012 Law on the Sea of Vietnam; the 2018 Law on the Vietnam Coast Guard; legal regulations on preventing and combating illegal, unreported and unregulated (IUU) fishing; the viewpoints, policies and measures of our Party and State in solving issues at sea. From there, build will, responsibility, and foster love for the homeland and country for the young generation. This is also an activity that demonstrates the affection and responsibility of officers and soldiers of the Coast Guard in general, and the Coast Guard Region 3 Command in particular, towards families with preferential policies, ethnic minorities, religious people, fishermen, and students in difficult circumstances. On the other hand, the City People's Committee regularly directs the city's armed forces, the Police, the Border Guard Station and coordinates with local military units to manage and grasp the situation of the area, the sea border; the security and order situation at sea. From there, promptly propagate to local people the viewpoints and policies of our Party and State in protecting the sovereignty of the sea and islands, measures to handle Vietnamese vessels violating...

In the coming time, Phan Thiet City will continue to thoroughly grasp and raise awareness and responsibility of all levels and sectors in implementing the Law on Coast Guard; the contents of the project; the position and role of the Vietnam Coast Guard. Supplementing the policies and solutions of the Prime Minister and the implementation plans of the Ministry of National Defense, the Provincial People's Committee will continue to implement the project in accordance with the city's area...
