From September 19 to 5:00 p.m. on September 20, Quang Binh province experienced moderate to heavy rain, and in some places very heavy rain. Many areas in Minh Hoa, Tuyen Hoa, Bo Trach, and Le Thuy districts were cut off by floodwaters, causing localized flooding. Many roads, bridges, and houses were deeply flooded.

According to a quick report from the Steering Committee for Natural Disaster Prevention and Search and Rescue and the Steering Committee for Civil Defense of Quang Binh province, there are currently 38 isolated villages and 1,150 flooded households in the area.

Minh Hoa district is the most affected locality with 24 villages isolated and over 500 houses flooded in Minh Hoa, Thuong Hoa, Yen Hoa, Hoa Tien communes, Quy Dat town, Tan Hoa. Of which, Tan Hoa commune is the most deeply flooded (the deepest household is about 2m).

To proactively respond to floods and landslides, Minh Hoa, Tuyen Hoa, Bo Trach, Le Thuy districts and Dong Hoi city have evacuated 874 households with 3,059 people from the danger zone.

Traffic routes in Quang Binh province have 86 landslides, subsidence, and local separation points, including 25 points in Tuyen Hoa district, 8 points in Bo Trach district, 19 points in Minh Hoa district, 1 point in Quang Trach district and 33 points on national and provincial highways.

Up to now, in Quang Binh, the impact of storm No. 4 has caused damage to over 86 hectares of agricultural land and 31 hectares of aquaculture land of local people.

In addition, the flood also caused the fishing boat QB 98043 TS of Nguyen Viet Anh (born in 1990, in Quang Phuc ward, Ba Don town) to break its anchor rope and drift towards the Gianh river mouth and was hit by waves, capsizing the boat. At the time of the accident, there was no one on board.

The cargo ship named Nam Anh 69, owned by Nam Anh Construction and Trading Services Joint Stock Company (located at 179 Le Hoan Street, Phuc Hung Ward, Vinh City, Nghe An) broke its anchor and drifted out to sea and got stuck at the mouth of Gianh River. There were 6 crew members on board, led by Nguyen Van Duc (born in 1978) as deputy captain.

Currently, authorities are trying to rescue cargo ships and salvage fishing boats.
