The work of supporting and accompanying businesses at Mong Cai Border Gate Customs Branch (HQCK) has many innovations and creativity, contributing to increasing the number of businesses coming to carry out customs procedures through the area.
According to the statistics of the Department, from the beginning of the year to On July 15, 2024, the unit attracted 980 enterprises to participate in import and export through the area, including 441 new enterprises, an increase of 76 enterprises compared to the same period in 2023; completed procedures for over 48,500 declarations, total import and export turnover of nearly 2.1 billion USD, an increase of 19% in declarations, an increase of 24% in turnover; State budget revenue from import and export activities reached over 1,200 billion VND, an increase of 57% over the same period in 2023, reaching 75.8% of the target assigned by the Customs Department.
To get this result, Since the beginning of 2024, the Department has drastically and effectively implemented solutions to facilitate import and export through the area. In particular, the Department has had many innovations and creativity, working closely with businesses to carry out customs procedures.
The unit regularly improves working groups to support policies, customs procedures and accompany businesses; assigns each civil servant in charge of providing guidance for each industry, thereby creating a proactive approach to guidance, timely information on policies and regulations of the law, limiting shortcomings, and developing business activities. In cases where import-export enterprises need advice from customs authorities on new goods, the unit has reviewed policies on goods management, classification, code application and tax rate application as well as related procedures, compiled into documents and used social networks (zalo, viber, email, facebook) to send information to businesses.
The Department proactively organizes working groups to contact and meet at the headquarters of enterprises to exchange information, provide guidance, promptly, fully and accurately grasp the issues that enterprises need to pay attention to, want to innovate, reflect, propose, recommend, etc. This activity contributes to creating a new step in strengthening coordination, supervision and evaluation by the business community on the service quality of customs officers in the process of performing their duties.
The unit proactively reviews enterprises that previously carried out customs procedures through the Sub-Department but have transferred to other border gates, evaluates and determines the causes to find solutions to support and attract enterprises to carry out customs procedures in the area. At the same time, strengthen the cooperative relationship between the Sub-Department and enterprises, enhance support measures, remove difficulties for enterprises, contributing to maximizing the convenience for import and export activities through the area.
The Department focuses on and improves the quality of propaganda, provision and transparency of information within the management scope of the industry and agency so that businesses can easily access and use, especially new policies, regulations and guidance documents of ministries, branches, provinces and the Provincial Customs Department to people and businesses. Thereby, helping people and businesses raise awareness of compliance with legal policies, proactively cooperate and support the Customs agency in performing its duties.
The Branch maintains cooperation with Dongxing Customs (China) within the framework of regulations to facilitate trade promotion between the two sides; maintains monitoring and updates information on the list of member enterprises participating in the Pilot Program to support and encourage enterprises to voluntarily comply with customs laws; strengthens post-clearance inspection, risk management, customs control; promptly detects, arrests, and handles acts of smuggling, trade fraud, and illegal transportation of goods across the border, etc. Thereby contributing to creating an open, favorable, and transparent business environment for enterprises.
