As of September 30, Hai Duong Customs Branch had collected over VND3,133 billion in state budget revenue, exceeding the assigned estimate for the whole year by 15% and increasing by nearly 52% over the same period last year. In the first 9 months, the unit processed 368,330 export and import declarations, up 17.21% over the same period last year, with a total turnover of USD13.85 billion.
2024 is the first year that Hai Duong Customs Branch has completed the budget revenue estimate more than 3 months early since its establishment. The Branch is also the first unit to complete the 2024 state budget revenue estimate of Hai Phong Customs Department. In 2023, the unit also completed the budget revenue collection early in November.
By early October 2024, Hai Duong Customs Branch also completed early the debt collection and settlement targets assigned according to Decision 665/QD-HQHP dated April 2, 2024 of Hai Phong City Customs Department.
"To achieve the above results, at the beginning of the year, the unit deployed the task of collecting the state budget in 2024, with detailed and flexible plans for each month and quarter. Solutions to facilitate trade, improve management effectiveness, prevent revenue loss... were implemented synchronously and drastically," said Mr. Nguyen Van Thanh, Head of Hai Duong Customs Branch.
Hai Duong Customs Department strictly controls the import of machinery and equipment, preventing the import of old and substandard goods. The specialized department focuses on reviewing, controlling, and improving the fight against smuggling and trade fraud, and promptly handling cases of incorrect declaration of codes and tax rates, leading to a lack of tax payable.
The unit also closely coordinates with relevant departments and branches of the province to exchange information, support to resolve difficulties and obstacles for enterprises, and at the same time improve the effectiveness of inspection and supervision of import and export activities in the area. Instead of being passive as before, since the beginning of this year, the unit's specialized force has been more proactive, improving the effectiveness of accompanying enterprises.
Since the beginning of the year, Hai Duong Customs Branch has signed 108 customs-enterprise partnership agreements, bringing the total number of signed agreements to 2,267. There are 22 more enterprises carrying out customs clearance procedures at the branch, bringing the total number of units carrying out import-export procedures in Hai Duong to 2,001, an increase of 8.63% compared to the previous year, of which over 500 enterprises regularly carry out import-export procedures at the branch.
Hai Duong Customs has completed the application of software to manage import and export activities, collect business information, automate warnings, and select high-risk businesses. Thereby improving the quality of customs operations, helping to reduce time, human resources, and avoid selecting businesses based on emotions. The Department has strengthened coordination and synchronously implemented measures to prevent budget loss, focusing on high-value items, high tax rates, imported goods from key markets, goods declared with special preferential tax rates, goods subject to anti-dumping tax, etc.
Despite reaching the finish line early, Hai Duong Customs Branch continues to make efforts to increase the province's budget revenue. "The branch's annual budget revenue target is to strive to reach VND3,500 billion, exceeding the estimate by VND780 billion," affirmed Mr. Nguyen Van Thanh.
