On April 5, at the regular press conference organized by the City Party Committee's Propaganda Department, the City People's Committee Office and the Department of Information and Communications of Hai Phong, reporters from press agencies raised concerns and questions from city residents as well as tourists about Document No. 578 dated March 20 of the City People's Committee stipulating that in the coming time, cars will be banned from parking on traffic routes, especially in the city center. Many people believe that the city lacks static parking lots and public transportation, so if cars are banned from parking on the routes, where will people park?
Le Dai Hanh Street (Hong Bang District, Hai Phong City) no longer has cars parked on the sidewalk since April 1.
Responding to the above question, Mr. Nguyen Minh Tuan, Deputy Director of Hai Phong Department of Transport, affirmed that the city will not ban cars from parking in the city center until April 1, 2025.
"Currently, the City People's Committee has assigned the police force to handle vehicles parked illegally, causing traffic jams and traffic insecurity," said Mr. Tuan.
According to Mr. Tuan, in recent years, the growth rate of the number of cars in the city has averaged 8-10% per year. The whole city currently has over 242,000 cars, including over 16,000 tractors, nearly 19,000 trailers, over 91,000 trucks, over 7,000 passenger cars and nearly 117,000 cars with less than 9 seats.
In the three central districts (Hong Bang, Ngo Quyen and Le Chan) alone, there are over 25,000 cars with less than 9 seats, but parking lots and temporary parking spots only provide about 6,324 parking spots. In addition, Hai Phong is using part of the roadway and sidewalks to create 32 parking spots with about 2,500 parking spots, parking spots only meet less than 10% of the total parking demand in Hai Phong city.
Car owners park their cars arbitrarily; occupying the roadway and sidewalk to park their cars is common, causing traffic insecurity. It is estimated that Hai Phong has thousands of violations every day. Many cases of parking on the roadway and sidewalk overnight have occurred for many days, causing traffic jams, causing traffic accidents, and occupying all lanes for motorbikes, non-motorized vehicles and pedestrians.
In 2023, Hai Phong Police will focus on handling violations of vehicles stopping and parking illegally on roads in the city center and at high-risk locations causing nearly 10,000 traffic accidents.

To solve the parking problem, Mr. Tuan said, the city is calling on organizations and individuals to invest in building smart parking lots; encouraging people to renovate existing housing projects for parking; and at the same time assigning the police to increase patrols and fine vehicle owners who park illegally from April 1, 2024 to April 1, 2025.
Previously, on March 20, the People's Committee of Hai Phong City issued Document No. 578 on the situation of car parking and the development of car parking lots in the city. According to the content of this document, from April 1, 2024, the City Police are required to focus on imposing the highest fines on cases of stopping and parking cars in violation of regulations at high-risk locations causing traffic accidents and cars parked on sidewalks for pedestrians.
From April 1, 2025, Hai Phong city directed the city police and functional forces to strengthen inspection and handling, and apply maximum penalties for cases of parking cars in the wrong place on all traffic routes, especially in the city center.
The central streets of Hai Phong City that prohibit stopping and parking cars include: Hong Bang District with 28 routes, Le Chan District with 34 routes, Ngo Quyen District with 23 routes, Hai An District with 15 routes. The remaining districts in Hai Phong City such as Duong Kinh, Do Son, Kien An... have not yet implemented the prohibition of stopping and parking.
