Hai Phong speeds up the progress of projects in the master plan of Cat Bi International Airport
Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, has just inspected the site clearance of family areas and households using national defense land at projects in the master plan of Cat Bi International Airport.
According to the report of Hai An District People's Committee, to implement projects in the Cat Bi International Airport planning, after review, the military family area of the Navy and Hai Phong Border Guard Command has an area of about 22,308 m2, including 241 lots allocated by units to military personnel for housing.
Of which, the Hai Phong Border Guard Command has 59 lots. Currently, 30 lots have houses, people actually living on the land and 29 lots have temporary houses without people living on the land. The land belonging to the Navy unit has 17,118.9 m2 allocated to officers for housing since 1993 with a total of 182 lots.

Regarding site clearance, the project to build a cargo terminal (part of the civil aviation planning area) has a scale of 8.67 hectares, this area is under the management of 3 units. Of which, Division 371: 5.44 hectares have been cleared; Brigade 602 (receiving the transfer from Hai Duong Meteorological Station): 1.346 hectares - 0.128 hectares have not been cleared in the barracks area currently used by the unit; Agricultural Development Investment Joint Stock Company: 1.8 hectares - not cleared, currently implementing the work of inventorying the current status, expected to be completed in September 2024; Department of Transport (Bui Vien Street): 0.08 hectares not subject to site clearance.
For the land area managed by Brigade 602, we are waiting for the Ministry of National Defense's opinion on the return plan, expected to be completed in November 2024. For the land area of the Agricultural Development Investment Joint Stock Company: based on the progress of issuing compensation and support policies and compensation unit prices (architecture, crops), the Land Fund Development Center will focus on developing compensation plans and deploying them to individuals who are producing on the land according to the Contracts; striving to complete the site clearance in December 2024.

Next is the T2 Passenger Terminal Construction Project with a land use scale of 18.43 hectares under the management of 5 military units. Specifically: Division 371: 5.76 hectares (4.17 hectares of the old terminal); Border Guard Command: 0.53 hectares (allocated to soldiers for housing); Battalion 45/Navy Command: 4.79 hectares (0.86 hectares allocated to soldiers for housing); Administrative Department/Navy Command: 3.91 hectares (0.33 hectares allocated to soldiers for housing). Hai Thanh Sea and Island Services Company Limited/Navy: 3.44 hectares.
Implementation direction from now until the end of 2024 for land allocated to military personnel for housing: expected to complete inventory of current status in September 2024; according to the progress of policy issuance, compensation unit price; expected to complete site clearance in December 2024. For assets managed by military units, there has been a document requesting units to specifically identify asset items and accompanying management records to have a basis for conducting inventory of current status; expected after receiving approval from the Ministry of National Defense, the return plan will be immediately implemented, completed in December 2024.
For the Aircraft Parking Expansion Project, the land use scale is about 13.68 hectares under the management of 3 military units. Specifically: Division 371: 9.71 hectares (5.25 hectares of old state road); Administrative Department/Navy Command: 2.17 hectares; Battalion 45/Navy Command: 1.8 hectares. Currently, there is a document requesting units to specifically identify asset items and accompanying management records to have a basis for conducting an inventory of the current status; it is expected that after receiving approval from the Ministry of National Defense, the return plan will be immediately implemented and completed in December 2024.

Previously, the Ministry of Transport issued Decision No. 864/QD-BGTVT dated July 10, 2024 approving the planning of Cat Bi International Airport for the 2021-2030 period, with a vision to 2050.
Accordingly, Cat Bi International Airport is a joint civil and military airport. Specifically, in the period of 2021-2030, Cat Bi International Airport is a level 4E airport (according to the standard code of the International Civil Aviation Organization - ICAO) and a level I military airport with a capacity of about 13 million passengers and 250,000 tons of cargo per year. By 2050, the airport level remains the same but the capacity is increased to about 18 million passengers and 500,000 tons of cargo per year.

Regarding land use planning, in the 2021-2030 period, with a vision to 2050, Cat Bi International Airport needs to use about 490 hectares, including more than 244 hectares of shared land, more than 166 hectares of land managed by the civil sector, and more than 79 hectares of land managed by the military. Of this, the land area proposed for transfer by the locality is about 2.59 hectares.
The 2021-2030 aircraft parking lot will be expanded to accommodate about 30 aircraft parking positions, with a vision to 2050, expanding the apron to accommodate about 40 aircraft parking positions and reserve for expansion when needed.

The passenger terminal planning for the period 2021 - 2030 continues to maintain the existing passenger terminal T1 and plans a new passenger terminal T2 in the area east of the existing passenger terminal, bringing the total capacity of passenger terminals T1 and T2 to about 13 million passengers per year. Vision to 2050, expand the passenger terminal, bringing the total capacity to 18 million passengers per year.
Cargo terminal in the period of 2021 - 2030, planning a cargo terminal with a capacity of 100,000 tons/year located west of the existing T1 passenger terminal, with the ability to expand to meet a capacity of about 250,000 tons/year, an area of about 2.35 hectares. Vision to 2050, planning a cargo terminal in the southern area of the port for exploitation needs until 2050, with a reserve for development needs to meet a capacity of up to 500,000 tons/year, an area of about 8 hectares.
