Contents related to social housing account for a large proportion of recommendations from representatives of enterprises in industrial parks and economic zones in Hai Phong for the period of operation from now until the end of 2024.
At the recent dialogue with investors and enterprises in industrial parks and Dinh Vu - Cat Hai Economic Zone in 2024 of the Hai Phong Economic Zone Management Board (HEZA), many issues of interest to enterprises and employees such as supporting solutions for human resource recruitment; allowing overtime to increase income, paying for unused leave for employees; supporting the renovation of electrical systems, drainage systems in industrial parks, etc. were raised.
In particular, during the dialogue, many businesses suggested that Hai Phong City consider reducing social housing prices for workers, because the current social housing prices are still quite high, not suitable for the general income level of workers. Currently, social housing prices in Hai Phong range from 14 million VND to 19.5 million VND/m2, which is still a barrier for social housing to become closer to the people.
Currently, Article 30 of Decree 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing has expanded income conditions compared to before, but compared to the living standards in urban areas such as Hai Phong City, there are still shortcomings. Many workers in industrial parks who need social housing with a salary just reaching the threshold of 15 million VND will find it difficult to buy. Completing procedures for confirming housing status; income and residence information is still difficult and time-consuming; in some cases, confirmation is not obtained.
Responding to this issue, Head of the Hai Phong Economic Zone Management Board Le Trung Kien said that, up to now, Hai Phong City has issued a document publicly disclosing project information, selling prices, number of apartments sold, number of remaining apartments, and list of buyers who have signed contracts. The city prioritizes households living in old and degraded apartment buildings; workers and laborers who are from other provinces, residing far from their workplace, working in industrial parks and clusters, and low-income people in the area...
Hai Phong has issued 3 documents for 5 social housing projects implementing credit loan packages with a total loan demand of 6,780 billion VND. However, according to a representative of the Department of Construction, the amount of capital committed by the bank is only 3,820 billion VND, of which 3,330 billion VND is commercial loans and 490 billion VND is borrowed from the 120,000 billion VND support package. To date, the commercial loan capital has only disbursed 415 billion VND; the loan from the 120,000 billion VND package has been 39.1 billion VND.
“Regarding the issue of price and location of social housing, HEZA will also have recommendations, then respond quickly to investors to ensure that the selling price will be suitable for the current salary of workers, ensuring social security and living conditions for workers,” Mr. Kien emphasized.
In addition, the Head of the Hai Phong Economic Zone Management Board said that the Hai Phong City People's Committee in general and HEZA in particular will try to operate electricity issues, build infrastructure quickly, resolve customs, human resources, tax, and traffic safety issues synchronously, meeting the needs of domestic and foreign enterprises investing in the locality.
According to Mr. Noma Suguru, Head of Administration - Human Resources Department of Kyowa Plastic Industry Co., Ltd. (Trang Due Industrial Park), Kyowa hopes that Hai Phong City will consider creating favorable conditions to support businesses in installing and using solar panels, reducing CO2 emissions, and saving electricity from the national grid.
Regarding this issue, Mr. Kien said that HEZA has issued Document No. 1912/BQL-QHXD dated May 4, 2024 reporting to the People's Committee of Hai Phong City to allow enterprises in Dinh Vu - Cat Hai Economic Zone and industrial parks to continue to install solar power systems on factory roofs and constructions in the form of self-production and self-consumption on site according to current relevant regulations. At the same time, HEZA also issued Document No. 2342/BQL-QHXD dated May 29, 2024 requesting the Department of Industry and Trade to study, guide and facilitate enterprises to implement.
However, the Government is drafting a Decree regulating mechanisms and policies to encourage the development of solar power on self-produced and self-consumed rooftops. The Ministry of Industry and Trade has consulted relevant ministries, branches, provinces and centrally run cities on the above draft Decree. After the Decree is issued, HEZA will coordinate with relevant agencies and units to guide enterprises on specific regulations on electrical safety and construction safety.
