Hai Phong bans schools from forcing students to take extra math and STEM education

The People's Committee of Hai Phong City requested this in an official dispatch sent to the Department of Education and Training, the Department of Information and Communications, and the People's Committees of districts and towns regarding strengthening the management of extra teaching, extra learning, and educational cooperation activities in public schools in the city.

According to the People's Committee of Hai Phong City, in recent times, the organization of extra teaching, extra learning, and educational linkages (teaching foreign languages ​​with foreign elements, information technology, life skills, Stem education, math thinking, experience, career guidance, etc.) at preschools and educational institutions in the city have been focused on by all levels, sectors, and localities to direct and manage in accordance with regulations.

However, management work is still limited, practicality and efficiency are not high, sometimes and in some places there are signs of "forcing" students, creating negative public opinion, causing overload for students and frustration among parents.

In order for extra teaching, extra learning, and educational linkage at public educational institutions to be effective and create high consensus among parents and students, the Chairman of the Hai Phong City People's Committee requested the Department of Education and Training to preside over and coordinate with the City People's Committee to strengthen management and direction of educational institutions to strictly follow current regulations on extra teaching, extra learning, and educational linkage to ensure compliance with the principles of needs, voluntariness of learners, and family consent.

Along with that, no form of coercion is allowed to be used to force students' families and students to participate in the study.

Hai Phong City also requested to strengthen regular and surprise inspections and checks of the implementation of educational institutions. Strictly handle cases of violating regulations and the responsibility of the heads of educational institutions for violations.

In case of discovering that an educational institution or unit violates the provisions of the law or creates bad public opinion, causing outrage among parents.

According to authority, educational institutions may be required to stop organizing joint teaching and learning in order to conduct inspections, checks, and rectify activities.

Is there any voluntary or forced study of linked subjects?

On October 11, a reader sent a report to Tuoi Tre Online about "whether or not there is voluntary forced learning of linked subjects" at An Hong Primary School, An Duong District, Hai Phong City.

“In the first parent meeting of the year, we saw that the teacher sent a timetable with 3 linked subjects (English with foreign elements, STEM, Math thinking) in the children's main timetable.

We were told that these were voluntary subjects and would be studied in the last period (after-school management period from 2:00 p.m. to 4:30 p.m.).

In class, most parents were not able to let their children participate, so she adjusted those 3 periods to Thursday afternoon so that the children could have a day off.

But when checking on eNetViet, we received a notification that the children were absent with permission. We wondered why the class did not have a Thursday afternoon class for the children to be absent but instead reported that the children were absent?

If during the school year the children are reported absent from school every week, will it affect their behavior and academic performance later on?

The teacher replied that it would not affect the students' conduct or academic performance, but their attendance and character would be deducted from their report cards...

I think if we parents don't have money to register our children to study those 3 linked subjects, then all our children are people without qualities?" - a reader reflected.
