Hai Ha: Realizing the goal of industrial - service district

Hai Ha is gradually taking on the appearance of an industrial - service district. This is the result of a long journey of implementing solutions to promote economic restructuring, industrial and service development in the spirit of Resolution No. 01-NQ/TU dated November 16, 2020 of the Provincial Party Committee on rapid and sustainable development of the processing and manufacturing industry in the 2020-2025 period, with a vision to 2030.

In 2024, the total production value of the district's economic sectors will reach more than 37,000 billion VND, an increase of 10.7% compared to 2023. The economic structure continues to shift in the right direction, in which: Industry - construction plays a leading role, accounting for 66%; trade - services account for 30.2%; agriculture - forestry - fishery accounts for 3.8%. Average income per capita is estimated at 95.4 million VND/year, an increase of 7.6% compared to 2023. The production value of industry - construction reaches 24,464.6 billion VND, an increase of 11% compared to 2023. Hai Ha Seaport Industrial Park becomes the textile and garment industry center of the eastern region of the province with 25 FDI ​​enterprises, total investment capital of more than 3 billion USD. Trade and services continued to grow strongly, with total retail sales of goods and service revenue reaching VND 11,208.8 billion, up 10.9% compared to 2023. Import-export activities at Bac Phong Sinh Border Gate had many improvements, with import-export turnover reaching more than 53 million USD, up 6.67% compared to 2023. Tourism activities had a breakthrough, maintaining strong growth momentum with many activities to attract tourists, festivals, cultural, artistic and sports events...; estimated number of tourists reached 152,100, equal to 127% of the plan, up 50,100 compared to 2023; total revenue from tourism and services reached VND 197.73 billion, equal to 141.7% of the plan, up 18% compared to 2023.

The results achieved in 2024 create a premise for the district to strive to complete the socio-economic development targets in 2025, becoming an industrial - service district. Accordingly, the district continues to prioritize promoting economic growth, successfully completing the Resolution of the 22nd Congress of the District Party Committee, the 5-year socio-economic development plan 2021-2025; building and promoting cultural values, human strength to become endogenous resources, driving forces for rapid and sustainable socio-economic development, associated with ensuring social security, improving the quality of all aspects of people's lives.

From January 1-6, 2025, the total import-export turnover of goods through Bac Phong Sinh Border Gate reached more than 1.1 million USD.

The district strives for the production value of economic sectors to reach 41,200 billion VND by 2025; of which agriculture - forestry - fishery reaches 1,520 billion VND (accounting for 3.69%), industry - construction reaches 26,800 billion VND (65.05%), services reach 12,880 billion VND (31.26%). Total social investment capital reaches 11,800 billion VND or more; urbanization rate reaches 36.5%.

To achieve this goal, the district prioritizes economic development solutions, maintains growth momentum, including continuing to attract development of industrial zones, rapidly increasing the scale and proportion of processing and manufacturing industries, promoting new growth drivers; continuing the Action Program to implement Resolution No. 01-NQ/TU dated November 6, 2020 of the Provincial Party Committee "On rapid and sustainable development of processing and manufacturing industries in the period of 2020-2025, with a vision to 2030"; supporting and facilitating businesses to increase investment and develop production at Hai Ha Seaport Industrial Park, speeding up the implementation progress, putting into operation as soon as possible, adding additional capacity, increasing productivity and output; attracting investment in Texhong Hai Ha Industrial Park Phase 1, Bac Phong Sinh Border Gate Economic Zone.

Along with that, the district focuses on developing various types of trade; developing e-commerce, cashless payments; developing border trade, importing and exporting goods through Bac Phong Sinh Border Gate.

In particular, the district continues to promote the implementation of 3 strategic breakthroughs. The district mobilizes all legal resources of society to invest in the construction and development of a synchronous and modern transport infrastructure system, promoting regional and intra-regional connectivity; digital infrastructure, IT, telecommunications, industrial parks, seaports and seaport services, tourism, services, and trade; accelerate the implementation of projects, especially key projects to promote economic development; improve the quality of administrative reform, improve the investment and business environment; develop enterprises and strongly develop the private economic sector; attract and develop high-quality human resources, skilled workers to meet labor needs in the area, especially in Texhong Industrial Park; develop science and technology and innovation.
