The Standing Committee of Hai Duong Provincial Party Committee has just announced the conclusion on the plan to temporarily suspend the purchase of assets, working equipment, new construction, upgrading, renovation, and repair of projects and works from the regular expenditure budget in 2025 during the implementation of the plan to innovate and reorganize the apparatus.

The Standing Committee of the Provincial Party Committee basically agreed with the plan as proposed in the report of the Standing Committee of the Provincial Party Committee.

The Provincial Party Standing Committee noted to supplement the principles and criteria for temporary suspension to ensure no loss, waste, disputes or complaints arise during the implementation process. Review and thoroughly evaluate the criteria for temporary suspension for projects serving the people such as: Village cultural houses, residential areas, stadiums, cultural and sports areas; projects to build new, upgrade, renovate and repair district-level health centers and commune-level health stations.

The Standing Committee of the Provincial Party Committee assigned the Standing Committee of the Provincial People's Committee to direct the Provincial People's Committee and relevant agencies to receive comments, complete, approve the plan and organize implementation in accordance with the law.

Previously, on April 1, the Standing Committee of the Provincial Party Committee reported to the Standing Committee of the Provincial Party Committee a plan to temporarily suspend the purchase of assets, working equipment, new construction, upgrading, renovation, and repair of projects and works from the regular expenditure budget in 2025 during the implementation of the plan to innovate and reorganize the apparatus.

According to the report of the Provincial Party Committee, the total budget for suspending the purchase of assets, working equipment, construction, upgrading, renovation, and repair of works and projects from the regular expenditure budget in 2025 at 3 budget levels is 243.9 billion VND. Of which, at the provincial level is 169.1 billion VND; at the district and commune levels is 74.8 billion VND.

The Provincial Party Committee has developed a plan to use the temporarily suspended funding as follows: For the provincial level, the temporarily suspended funding for purchasing and repairing of the health sector from the health sector's career source is proposed to allow the Department of Health to review and adjust the tasks of implementing electronic medical records and data connection between local district and provincial hospitals with hospitals under the Ministry of Health (according to Directive No. 07/CT-TTg dated March 14, 2025 of the Prime Minister).

For the remaining suspended funds of departments, branches, agencies, and units, the budget shall be recovered to carry out tasks arising during the implementation of the innovation plan, organizational arrangement, and other arising tasks. The People's Committees at district and commune levels shall recover to the budget all funds temporarily suspended for purchasing assets, working equipment, new construction, upgrading, renovation, and repair of works, etc.
