On the afternoon of March 11, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the March meeting (2nd time) of the Hai Duong Provincial People's Committee to review and resolve a number of contents and submissions reported by the Departments of Natural Resources and Environment, Construction, Education and Training, and Health.
Regarding the plan to adjust the urban development program of Hai Duong province until 2030, Chairman of the Provincial People's Committee Trieu The Hung requested the Department of Construction to clarify the implementation progress, and whether the adjustment will affect the detailed planning and zoning plans of localities being implemented.
After the Department of Construction explained the opinions, the Provincial People's Committee agreed with the plan to adjust the urban development program of Hai Duong province until 2030. The Chairman of the Provincial People's Committee assigned the Department of Construction to coordinate with agencies and units to continue reviewing and developing a plan to adjust the program in accordance with the actual situation and regulations. In March, the Department of Construction must report and submit a draft decision on adjustment for the Provincial People's Committee to consider and approve.
Resolution of the 17th Hai Duong Provincial Party Congress for the 2020-2025 term, Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045 and the Hai Duong Provincial Planning for the 2021-2030 period, with a vision to 2050, orient the planning for the development of the Hai Duong province urban system to 2030 as 28 urban areas, with an urbanization rate of over 55%. Therefore, the urban development program approved by the Provincial People's Committee at the end of 2017 is no longer suitable.
In addition, the province is implementing the planning, provincial land use plans, construction planning, urban planning, specialized technical plans and implementing investment in the construction of framework infrastructure works and social infrastructure in the whole province. Therefore, it is necessary to adjust the province's urban development program to synchronize with specialized planning, investment orientation of the province, contributing to the implementation of projects, especially projects in the field of urban development to ensure compliance with current regulations.
