The Provincial People's Committee reviewed the dossier to adjust the Urban Development Program of Hai Duong province to 2030.

On the afternoon of November 19, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the November meeting (3rd time) to review some contents reported by departments and branches.

At the meeting, the Department of Construction reported to the Provincial People's Committee on the dossier adjusting the Urban Development Program of Hai Duong province to 2030.

The urban development program of Hai Duong province to 2020, with development orientation to 2030, was approved by the People's Committee of Hai Duong province in December 2017.

The new plans approved by the Prime Minister have changed the orientation and goals of urban development in Hai Duong province until 2030. Therefore, it is necessary to review and adjust.

Accordingly, the scope of the program research covers the entire Hai Duong province (total area of ​​1,668.28 km2 ), including 12 administrative units at the district level. The north borders Bac Giang and Quang Ninh provinces; the south borders Thai Binh province; the west borders Bac Ninh and Hung Yen provinces; the east borders Hai Phong city.

The goal is to synchronously build urban infrastructure, especially the framework technical infrastructure system and essential social infrastructure, synchronous urban areas and housing areas; accelerate the speed and improve the quality of urbanization, develop Hai Duong urban area towards green, smart, sustainable growth, within the dynamic urban chain with the role of sharing, cooperating, and linking functions in the capital region and the Red River Delta region.

By 2030, Hai Duong province will strive to become a modern industrial province, a dynamic industrial center of the Red River Delta, with a large economic scale in the country. Synchronous economic and social infrastructure; green, smart, modern, and unique urban development system; meeting some basic criteria of a centrally-run city.

By 2050, Hai Duong will become a centrally-governed city, developing high-tech industry and high-quality services to serve production activities in the locality and the entire region. The development of Hai Duong province is associated with 4 outstanding characteristics: comprehensive - connected - sustainable - prosperous.

The specific goal is that by 2025, Hai Duong will have 16 urban areas, with an urbanization rate of about 45%.

By 2030, there will be 28 urban areas, with an urbanization rate of over 55%; Hai Duong province is expected to strive to meet the criteria of a class I urban area and meet some basic criteria of a centrally-run city.

By 2050, Hai Duong will achieve an urbanization rate of over 65%; the province will complete the criteria for a type I urban area and become a centrally-run city.

The total capital demand for the implementation of the Hai Duong Province Urban Development Program until 2030 is estimated at VND 384,500 billion, of which the 2024-2025 period needs about VND 65,500 billion; the 2026-2030 period needs about VND 319,000 billion.

The Provincial People's Committee agreed with the content of the report of the Department of Construction. Chairman of the Provincial People's Committee Le Ngoc Chau requested the Department of Construction to develop a specific plan and roadmap for the establishment and upgrading of urban areas in the province, especially the establishment and upgrading of urban areas after 2030 to have a roadmap for implementation. Develop a specific plan and roadmap for the province to become a type I urban area, identify unmet criteria, solutions on resources, and feasibility of implementing the program.

The Department of Construction completes the dossier to adjust the Urban Development Program of Hai Duong province to 2030 and submits it to the Provincial People's Committee before November 25 to report to the Provincial Party Standing Committee.

The November meeting of the Provincial People's Committee (3rd time) also reviewed the report on the development and promulgation of the Resolution of the Provincial People's Council stipulating the preferential regime of land rent exemption for projects using land for production and business purposes in the investment incentive sectors and occupations that meet the conditions of type, scale criteria, socialization standards or non-profit projects in Hai Duong province; report on the Chi Linh City Urban Development Program to 2040; the project to adjust the construction planning of Tu Ky district to 2030, with a vision to 2050; a proposal to issue a Resolution approving the tuition fee collection level for the 2024-2025 school year at public preschools and general education institutions that self-finance regular expenditures in Hai Duong province.
