On the morning of January 23, the Steering Committee for the relocation of production and business establishments, headquarters of agencies, units and some residential areas along the Tra Ly River in Thai Binh city for urban development held a meeting to deploy tasks and work in the coming time.

Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the meeting.

Attending the meeting were Comrade Vu Kim Cu, Member of the Provincial Party Committee Standing Committee, Director of the Department of Planning and Investment; leaders of a number of relevant departments, agencies and branches; leaders of Thai Binh city and Kien Xuong district.

To date, the city has completed the liquidation and demolition of assets of 4 units including: 3-storey apartment complex of the mill, 27-7 Company Limited; Tra River Restaurant and Seafood Market. Currently, the procedures for liquidation and demolition of assets managed by state agencies are continuing; it is expected to complete the liquidation and demolition of the old Provincial Party Committee headquarters and the City Waterway Traffic Police Station in February 2024.

The renovation and repair of some headquarters to relocate agencies and units subject to site clearance (GPMB) has been basically completed; in which, the branches under the Department of Agriculture and Rural Development have moved to new headquarters; other units are implementing plans for relocation. For enterprises and production and business establishments, the province has approved the investment policy of 4/7 units registered to relocate to Gia Le Industrial Park; in which, 2 units have had land allocation decisions, 2 units have had documents approving the investment policy but have not been allocated land.

The City People's Committee has also approved the compensation and support plan for land acquisition and resettlement for 9/13 enterprises; of which, the compensation for assets has been paid to 5 enterprises with remaining land lease terms that have voluntarily applied for relocation; the relocation of 3 wharf facilities has been completed. Focusing on completing the inventory and developing a compensation and support plan for land acquisition and resettlement for 61 households. Of which, the inventory of 52/61 households and individuals has been completed; the compensation and support plan for land acquisition and resettlement for 48/61 households has been approved; and mandatory inventory is being carried out for the remaining households and individuals. In addition, the city is dismantling and returning the land of 7 encroaching households. Coordinate with departments and branches to complete the approval of the project feasibility study report; complete the establishment of a commercial housing development project, and submit it to the Department of Planning and Investment for appraisal for the Provincial People's Committee to approve; There is a plan to adjust the zoning plan and detailed plan for the Tra Ly riverside area. Continuing to complete the investment in building the Ninh An industrial cluster.

Concluding the meeting, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee assessed that the progress of the Project implementation is still slow. He requested the City People's Committee to continue to grasp the situation, propagate and mobilize the remaining organizations, households and individuals to agree on the land acquisition and clearance work; arrange resettlement for households, individuals and enterprises according to regulations. For production and business units that need to move machinery and equipment, the city will base on the project progress to agree with the units on the relocation deadline; complete the documents and minutes with the enterprises. The Provincial Economic Zone and Industrial Park Management Board urgently consults on resolving and considering supporting documents and investment procedures for enterprises moving to Gia Le Industrial Park. The Department of Natural Resources and Environment guides enterprises on the procedures for land handover; creates favorable conditions to support enterprises and units in completing impact assessment reports on investment in building industrial clusters; Early advise the Provincial People's Committee to work with the Ministry of Natural Resources and Environment, the General Department of Hydrometeorology to unify the content of investment in the construction of the Thai Binh Hydrological Station's office. The Provincial Management Board of Investment and Construction of Civil and Industrial Works completes documents and procedures for acceptance and handover of the headquarters of the renovated units; urges the units to promptly complete the relocation of the headquarters.

In addition, based on functions and tasks, the Standing Vice Chairman of the Provincial People's Committee assigned specific tasks to the departments and branches that are members of the Steering Committee.
