According to the proposed plan, Hai Duong province currently has 207 units (151 communes, 46 wards, 10 towns). After the rearrangement, the province has 64 commune-level administrative units (including 21 wards, 43 communes), a reduction of 143 commune-level administrative units (118 communes, towns and 25 wards).

The new communes and wards are mainly expected to be named after the old district-level administrative units and have their serial numbers added.

In case the Central Government allows the establishment of a specialized economic zone into a commune-level administrative unit, the Provincial People's Committee proposes a plan to arrange 207 communes, wards and towns into 62 commune-level administrative units (including 21 wards and 41 communes).

This plan adjusts the arrangement of some areas of Binh Giang and Thanh Mien districts. Specifically, Thanh Mien 2 commune (special economic zone) is established on the basis of merging the entire area and population of Binh Xuyen commune and part of the area and population of some communes in Binh Giang and Thanh Mien districts at present.

After the arrangement, Thanh Mien 2 commune has an area of ​​53.01 km2 and a population of 60,709 people. The plan for other districts, towns and cities remains the same as the plan for 64 administrative units.

Hai Duong province currently has a total natural area of ​​1,668 km², a population of about 2,196,095 people, and an urbanization rate of about 30.88%. Hai Duong currently has 12 district-level administrative units (including 2 cities, 1 town, and 9 districts), with 207 commune-level administrative units (including 46 wards, 151 communes, and 10 towns).

The group of urban administrative units (wards in Hai Duong City, Chi Linh City and Kinh Mon Town) mostly do not meet the population size criteria. Some wards do not meet the area criteria, leading to the dispersion of resources, reduced management efficiency, failure to fully exploit the potential for socio-economic development, and unsynchronized technical infrastructure.

Most of the rural administrative units (communes and towns in districts) currently do not meet the new regulations on area and population size. This situation leads to many difficulties in socio-economic development, administrative management, public service provision and infrastructure construction.

Special groups (such as areas with industrial parks, specialized economic zone planning areas) have shortcomings in administrative management, especially population management, where encroachment and encroachment are common; the management and use of technical infrastructure still have many shortcomings and overlaps.

The proposed administrative unit arrangement plan will overcome the situation of territorial divisions due to large rivers, highways, high-speed railways, and national highways with high traffic density. Reasonable adjustment of urban, industrial, tourist, and service areas... located in 2 or 3 administrative units or more will help unify the development space within a unit.

The new administrative unit is designed to rationalize boundaries and synchronize infrastructure, making management, planning, investment, and provision of public services more convenient and consistent.
