Two vocational training and enrollment facilities exceeded their targets and have not been granted operating licenses.

At Ton Duc Thang Vocational Technical College (District 10), the inspection conclusion clearly stated that the school did not ensure the number of permanent teachers and lecturers participating in undertaking at least 60% of the program of each training profession as prescribed in Clause 6, Article 5 of Decree 140/2018/ND-CP of the Government dated October 8, 2018 amending Decree 143/2016/ND-CP dated October 14, 2016 of the Government.

Ton Duc Thang Vocational Technical College (District 10) enrolls students beyond the allowed quota.

In 2023, the school enrolled more students than the enrollment scale according to the certificate of vocational education registration activities of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City.

Specifically: Social work, intermediate training level, enrollment scale is 35 students/year, enrollment result is 44 students, exceeding the total enrollment scale of the year by 25.7%; Lifting equipment operation, elementary training level, enrollment scale is 25 students/year, enrollment result is 32 students, exceeding the total enrollment scale of the year by 28%.

In addition, the school also cooperates in recruiting and training at intermediate level with the Center for Vocational Education - Continuing Education of Hoc Mon district but does not register additional vocational education activities for this training location.

After receiving the inspection conclusion, the school had a written explanation and proactively proposed measures to overcome administrative violations in vocational education activities.

Regarding Vietnam Automobile Technical Education Joint Stock Company (Thu Duc City), the inspection conclusion determined that this unit announced enrollment with incorrect information about the profession granted in the certificate of registration for vocational education activities, the certificate of registration for additional vocational education activities for the profession/occupation of electrical and auto electrical diagnostic and repair technician.

Vietnam Automobile Technical Education Joint Stock Company provides vocational training without a license.

The conclusion stated that this unit recruited and organized vocational training for auto electrical and electronic diagnostic and repair technicians (courses K46 and K49) without being granted a certificate of operation.

In addition, the certificate of registration for vocational education activities in 2021 shows that Vietnam Automotive Technical Education Joint Stock Company is only licensed to train at its headquarters in Thu Duc City (HCMC), however, this company has enrolled and trained 3 courses K46, K48, K49 at another unlicensed address.

From the above violations of the two vocational training institutions, the Inspector of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City requested Ton Duc Thang Technical Vocational College to register additional vocational education activities when adding training locations other than the training locations granted in the certificate of registration for vocational education activities; ensure the ratio of permanent teachers according to each profession and training level; register additional vocational education activities when enrollment exceeds the total enrollment scale.

Regarding Vietnam Automobile Technical Education Joint Stock Company, the department inspector requested to stop the violation and comply with the decision to impose administrative sanctions according to regulations.
