The hypothetical “Children’s Parliament” session will be a forum for children to express their voices, thoughts and aspirations; at the same time, practice political activities to foster dreams and build great ambitions for children.

This is also a new model of activity that promotes children's right to participate in related issues in accordance with their psychology and abilities; creating conditions for children to develop their capacity and skills to present their opinions, views, perceptions and participate in the decision-making process on related issues.

Through the activity, children also experience and learn about the highest state power agency, the National Assembly.

The 2024 “Children’s National Assembly” will take place from September 27 to 29 in Hanoi with the participation of 306 delegates who are outstanding young pioneers and children from 63 provinces and cities across the country. The delegates participating in this hypothetical meeting include 259 Kinh ethnic children and 47 ethnic minority children.

Specifically, on September 28, in the morning, the “child delegates” participated in the opening session of the “Children’s National Assembly”. In the afternoon, the delegates participated in discussions in 12 groups at the National Assembly Building with 2 topics: “Preventing school violence” and “Preventing the harmful effects of tobacco and stimulants, especially in the school environment”.

On September 29, a question-and-answer session will take place at the Dien Hong Hall of the National Assembly building. During the question-and-answer session, children will play the role of National Assembly deputies and key leaders of the National Assembly and the Government. During the session, the opinions and contributions of the "Children's National Assembly" deputies will reflect the opinions, wishes and aspirations of local child voters.

At the same time, the young delegates will also participate in the question and answer session on school violence prevention, the harmful effects of tobacco and stimulants, especially in the school environment, to clarify issues of concern to "young voters" nationwide.

At the end of the plenary session, the children will adopt the Resolution of the session. This resolution is considered a report of recommendations from voters specifically on issues related to children.

National Assembly Chairman Tran Thanh Man will attend the meeting.

The organizers said that Mr. Tran Thanh Man, Politburo member and Chairman of the National Assembly, will also attend and give a speech at the program.

Also attending the program were leaders of the Party, State, leaders of agencies under the National Assembly, Government, departments, ministries, branches, the Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union, and the Standing Committee of the Central Council of the Young Pioneers.

Ms. Nguyen Pham Duy Trang, Secretary of the Central Youth Union, Chairman of the Central Council of the Young Pioneers, said that the program will not only stop at discussions and interactions between children. This year, at the end of each question-and-answer session with each issue, the current Ministers of the Ministry of Education and Training and the Ministry of Health will continue to answer the children. "Thus, we will have two perspectives. First, the perspective of how children will solve the problem and how the two ministries are currently solving it," Ms. Trang said.

The mock session of the "Children's National Assembly" was held to effectively implement the 2016 Law on Children and to specify the national action program for children for the period 2021 - 2030.
