The bill is the first major legislative act in the US House of Representatives under new House Speaker Mike Johnson. US President Joe Biden has threatened to veto the bill.
Mr Biden wants Congress to pass a larger $106 billion aid package that would include funding for both Israel and Ukraine, as well as humanitarian aid and security enhancements.

The bill would cut off IRS funding for military aid to Israel to fight Hamas in Gaza.
The money would include $4 billion to buy Israel's Iron Dome and David's Sling defense systems to counter short-range missile threats, as well as some transfers of equipment from the U.S. stockpile.
Democratic Senate Majority Leader Chuck Schumer has also threatened to withhold the bill from a vote. Senate leaders are also planning their own bipartisan bill.
Democrats oppose the IRS budget cuts, arguing that it would increase the country's budget deficit by cutting tax collections.
