Speaking at the conclusion of the working session with the Standing Committee of the Ha Trung District Party Committee, Secretary of the Provincial Party Committee Nguyen Doan Anh suggested that the Standing Committee of the District Party Committee should focus on leading and directing the organization of the Lunar New Year to ensure joy, health, safety, thrift, and affection, creating a new atmosphere, new motivation, and determination to successfully implement the goals and tasks of 2025, creating momentum to comprehensively complete the goals set out in the Resolution of the Party Congresses at all levels for the 2020-2025 term.

On the morning of December 27, Comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with the Standing Committee of the Ha Trung District Party Committee on the implementation of the Resolution of the District Party Congress for the 2020-2025 term; summarizing Resolution No. 18-NQ/TW dated October 25, 2027 of the Party Central Committee (12th tenure) on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and key tasks in the coming time.

24/27 targets achieved and exceeded plan

Since the beginning of the 2020-2025 term, the Party Committee, government and people of Ha Trung district have focused on effectively implementing many solutions for socio-economic development, ensuring national defense and security, and building the Party and political system.

Of the 27 main targets set by the District Party Congress for the 2020-2025 term, it is estimated that 24/27 targets will be achieved and exceeded. The economy has grown quite well, the economic structure has shifted in a positive direction. The growth rate of production value in 2024 is estimated at 8.48%, ranking 15th in the province; the scale of production value in the area ranks 14th in the province. The production value of agriculture, forestry and fishery in 2024 is estimated at 2,215 billion VND, 1.22 times higher than in 2020; in the period of 2021-2024, land has been accumulated and concentrated on 580.26 hectares, equal to 105% of the plan. The value of industrial and construction production in 2024 is estimated at VND 7,122 billion, 1.58 times higher than in 2020. Socio-economic infrastructure is strengthened; the urbanization rate is estimated at 28.21%, exceeding the plan; the rate of solid housing is 95%. The value of service and trade production in 2024 is estimated at VND 3,729 billion, 1.47 times higher than in 2020; the value of goods exports in 2024 is estimated at 325.7 million USD, 2.6 times higher than in 2020. State budget revenue in 2024 is estimated at more than VND 567 billion, an increase of 1.58% compared to 2020.

The New Rural Development Program (NTM) and the One Commune One Product (OCOP) Program are of interest. In 2023, the district was recognized by the Prime Minister as a district meeting NTM standards. The whole district currently has 1 model NTM commune and 2 advanced NTM communes; there are 26 OCOP products, an increase of 23 products compared to the beginning of the term.

Culture and society have many progressive changes, social security is ensured. The quality of comprehensive education is maintained stable, key education is improved; the results of the 2024 excellent student exam at the secondary level ranked 8th out of 27 districts, towns and cities. People's lives have improved; the average income per capita in 2024 is estimated at nearly 58 million VND, an increase of 17.4 million VND compared to 2020. The poverty rate of the district has decreased to 1.77% (584 households). National defense - security, social order and safety are ensured, creating a stable environment for socio-economic development. The work of building and rectifying the Party and the political system has achieved positive results. In the period of 2021-2024, 770 new party members were admitted, equal to 101.3% of the target assigned by the province.

Regarding the implementation of Resolution No. 18-NQ/TW, Ha Trung district has merged grassroots Party organizations from 54 to 41 organizations (13 organizations less); arranged specialized agencies under the District People's Committee to have 11 departments (1 department less than in 2017); public service units under the District People's Committee to have 4 units (3 units less than in 2017). Merged 24 school units; after the arrangement, there were 67 schools (12 school units less than in 2017); merged 12 medical stations to establish 6 stations (6 medical stations less than in 2017). Merged 106 villages (58 villages less than in 2017), after the arrangement, the whole district had 143 villages and sub-areas. Implementing Resolution No. 18-NQ/TW, Ha Trung district has streamlined 95 commune-level cadres and civil servants and 1,152 part-time workers at the commune and village levels.

Continue to develop rapidly and sustainably

After listening to the Standing Vice Chairman of the Provincial People's Committee and members of the delegation analyze and clarify the results achieved and the shortcomings and limitations in implementing the Resolution of the District Party Congress, term 2020-2025, concluding the working session, Secretary of the Provincial Party Committee Nguyen Doan Anh stated: Ha Trung is a land of talented people, rich in historical, cultural and revolutionary traditions. Located in an important position between the two dynamic centers of Thanh Hoa City and Bim Son - Thach Thanh, the district has rich and diverse natural resources, favorable for industrial development and agricultural production. Since the beginning of the term 2020-2025 up to now, the Standing Committee of the District Party Committee and all levels and sectors of Ha Trung district have united, made efforts and strived to achieve many encouraging results.

However, through the speech of the Standing Vice Chairman of the Provincial People's Committee and the leaders of departments, agencies, and branches, it shows that Ha Trung still has limitations that need to be focused on leading and directing to overcome, namely: In 2024, 6/27 targets were still not completed; it is expected that by the end of 2025, 3/27 targets will be difficult to complete the goals set out in the Resolution of the Congress for the 2020-2025 term. Agricultural production development is not commensurate with the strengths of the locality; agricultural production models in the direction of commodities and high technology are still small in scale. State management of land, minerals, and construction order still has many limitations; site clearance work, implementation of a number of key projects have not met the set plan. The quality of key education is not really stable, the number of national standard schools that have expired for recognition is still high (12 schools expired). The leadership capacity and fighting strength of some grassroots party organizations and party members are still weak; the management and operation of the authorities of some communes and towns lack determination, effectiveness and efficiency...

Regarding the tasks in the coming time, Secretary of the Provincial Party Committee Nguyen Doan Anh stated: 2025 plays a particularly important role, being the final year of implementing the 5-year Socio-Economic Development Plan (2021-2025); the immediate challenges are still very heavy. In order for Ha Trung district to continue to develop rapidly and sustainably, achieving the highest results in the targets and objectives set out in the Resolution of the 22nd District Party Congress; the Standing Committee of the District Party Committee needs to focus on leading, directing, thoroughly and carefully preparing the conditions to successfully organize the Party Congresses at all levels and the 23rd District Party Congress, term 2025-2030 according to Directive No. 35-CT/TW dated June 14, 2024 of the Politburo and Plan No. 226-KH/TU dated August 27, 2024 of the Standing Committee of the Provincial Party Committee. Focus on preparing well the congress documents, especially the political report and congress resolutions with the best quality, closely following the actual situation of the locality; do a good job in selecting and preparing human resources for the Party Committee and key positions at all levels, ensuring objectivity, democracy, compliance with regulations, meeting the requirements of tasks in the new period.

Resolutely and promptly implement the arrangement and streamlining of the political system's apparatus to operate effectively and efficiently in accordance with the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee, in accordance with the local situation. Do a good job of political and ideological work, promote propaganda, create high consensus and unity among cadres, party members, civil servants, public employees and all classes of people to complete the task of arranging and streamlining the apparatus. Pay attention to promptly resolving the regimes and policies for cadres, civil servants and public employees after the arrangement in accordance with regulations.

Strengthen planning and planning management. Focus on developing plans and mobilizing resources to implement programs and projects so that Ha Trung district can strive to achieve the criteria of a type IV urban area by 2030.

Promote land accumulation and concentration, enhance the application of scientific and technological advances in agricultural production towards commodity, large-scale, high-tech production according to the value chain. Promote the development of industrial production, associated with urban development; continue to strongly improve the investment and business environment, focus on site clearance and investment in completing infrastructure of industrial clusters, effectively attract industrial production investment projects to the area.

Improve the quality of cultural and social activities; build and develop grassroots cultural institutions associated with new rural construction, preserve and promote traditional cultural values... Implement well social security policies; effectively deploy the Campaign to build houses for poor households, policy households, and households with housing difficulties according to Directive No. 22 of the Provincial Party Standing Committee.

Strengthen national defense and security; maintain political stability, ensure social order and safety. Do a good job of inspection, receiving people, resolving complaints and denunciations. Proactively and promptly resolve complex issues right in residential areas.

Take good care of Party building and the political system; improve the leadership, direction and management capacity of Party committees and authorities at all levels to meet the requirements of tasks in the new situation, focusing on building a united and strong Party organization.

The New Year 2025 and the Lunar New Year of At Ty are approaching, the Provincial Party Secretary requested the Standing Committee of the District Party Committee to focus on leading and directing the organization of the Lunar New Year to ensure joy, health, safety, thrift, and affection, creating a new atmosphere, new motivation, and determination to successfully implement the goals and tasks of 2025, creating momentum to comprehensively complete the goals set out in the Resolution of the Party Congresses at all levels for the 2020-2025 term.
