With the attention, direction and drastic management of the Government and the Prime Minister, in 2023, the Ministry of Transport proactively grasped the situation, closely followed reality, focused on effectively implementing tasks and solutions in all fields; basically completed the set goals and tasks, making an important contribution to the country's socio-economic development process.
In 2023, the direction and administration of the Ministry of Transport will have many innovations, creativity, and focus; the work of building and perfecting institutions, decentralization, and delegation of power will be carried out drastically, closely, and promptly, gradually improving the effectiveness and efficiency of state management, solving many hot and urgent issues that are of public concern.
Investment preparation and project implementation continue to be vigorously implemented; the progress of project implementation, especially important national projects and key projects of the industry, is basically guaranteed, and quality is focused. In 2023, the Ministry of Transport started 26 projects and completed 20 projects (including 9 expressway component projects with a length of 475 km, bringing the total number of expressway kilometers put into operation nationwide to 1,892 km).
The disbursement of public investment capital of the Ministry of Transport meets the requirements, being one of the ministries and branches with the highest disbursement rate in the country. In 2023, the Ministry of Transport was assigned by the Prime Minister an amount of public investment capital that exceeded the construction plan, the largest ever with about 94,161 billion VND (1.7 times higher than in 2022). By the end of December 2023, the Ministry's estimated disbursement reached about 90% of the plan and is expected to reach over 95% by the end of the planning year.
Transportation activities continue to have many positive changes, passenger and cargo transport output both increased compared to 2022. The work of building e-government, digital transformation, and administrative procedure reform continues to have many positive changes, many administrative procedures have been and are being cut, creating favorable conditions for people and businesses...

In 2024, the Ministry of Transport will closely follow the policies and directions of the Party, the National Assembly, the Government, the Prime Minister, and the Government's annual action motto, focusing on ensuring good implementation of tasks and plans; contributing to the successful implementation of the Resolution of the 13th National Congress of the Party and the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2021 - 2025.
Accordingly, the work of drafting legal documents and projects must ensure progress and quality according to the work program of the Government and the Ministry of Transport in 2024; ensure smooth, healthy, safe and convenient transportation activities, promptly serving people and businesses; strive to disburse over 95% of the 2024 plan assigned by the Prime Minister; strive to start and complete projects according to plan.

Concluding the conference, Prime Minister Pham Minh Chinh commended and highly appreciated the achievements of the transport sector in the past year, contributing to the country's efforts to stabilize the macro-economy, control inflation, and promote growth in a difficult context.
The Prime Minister also frankly pointed out the shortcomings of the industry such as: the management of transport activities is still inadequate; traffic accidents still have the potential to become complicated. Although many expressway projects have been completed and put into operation early, rest stops have not been invested in synchronously; attracting social capital for investment in developing transport infrastructure is still limited...
In implementing the tasks for 2024, the Prime Minister requested the Ministry of Transport to proactively and synchronously deploy solutions to effectively implement the goals and tasks. In particular, innovation, creativity, science and technology are taken as the driving force, resource and leading factor in construction, survey, design, supervision, and organization of construction of key projects; ensuring the progress and quality of the projects and fighting negativity and corruption during the implementation process.
The transport sector also needs to grasp the situation, closely follow reality, promptly resolve problems that are of public concern; continue to promote the development of mechanisms and policies suitable to reality, perfect institutions; maintain discipline, decentralization and delegation of power to all levels; and minimize administrative procedures that cause inconvenience to people and businesses.
At the same time, the industry needs to continue to promote policy communication, create consensus in society; harmonize interests between people - businesses - State, ensure legitimate rights and interests for people and businesses according to the Constitution and law.
