Ha Tinh provides detailed information on recruiting civil servants and public employees according to Decree 140 of the Government.

The Organizing Committee of Ha Tinh Provincial Party Committee has just announced the recruitment of civil servants and public employees in 2023 according to Decree No. 140/2017/ND-CP of the Government with a total of 18 targets and positions.

Specifically, regarding civil servants, there are 16 targets, including: Department of Science, Education and Culture - Provincial Party Committee's Propaganda Department (1 target); District-level Trade Union - Provincial Labor Federation (1); Economic - Family and Social Department, Provincial Women's Union (1); Provincial Youth Union Inspection Organization Department (2); Provincial Youth Union Propaganda Department (1); Provincial Youth Union Movement Department (1); Provincial Youth Union Office (1); Ha Tinh City Youth Union (1); Hong Linh Town Youth Union (1); Cam Xuyen District Youth Union (2); Ky Anh District Party Committee Office (1); Ky Anh District Fatherland Front Committee (1); Ky Anh District Farmers' Association (1); Ky Anh District Women's Union (1).

Regarding civil servants, there are 2 targets, including: Provincial Cadre Health Protection Board (1); Tran Phu Political School (1).

General standards and conditions

People who meet the following conditions, regardless of ethnicity, gender, social class, or religious beliefs, are eligible to apply: have Vietnamese nationality; be 18 years of age or older; have an application form and a clear background; have diplomas and certificates appropriate to the job position; have good political and moral qualities; and be healthy enough to perform the duties.

Subjects and conditions for registration

According to the provisions of Decree No. 140/2017/ND-CP of the Government:

(1) Students who have graduated with honors from a university in the country or abroad and are recognized as equivalent in terms of diplomas and certificates according to the provisions of law; have excellent academic and training results in all years of university study, are within the age range specified in Article 1 of the Youth Law at the time of application submission and meet one of the following criteria:

a) Winning third prize or higher in one of the provincial-level excellent student selection competitions, winning an encouragement prize or higher in the national excellent student selection competitions, or a Certificate of Merit or higher in the international excellent student selection competitions in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) during high school.

b) Won third prize or higher in a national or international science and technology competition during high school or university.

c) Winning third prize or higher in an individual Olympiad in one of the following subjects: mathematics, physics, chemistry, mechanics, informatics or other majors during university study recognized by the Ministry of Education and Training.

(2) People with a master's degree, a level I specialist doctor, or a resident doctor within the age range specified in Article 1 of the Youth Law at the time of application submission and meeting the following criteria:

a) Meet one of the standards specified in point a or b or c, clause (1) above;

b) Graduated from university with a good degree or higher and have a postgraduate major in the same major as the undergraduate major.

3. People with a doctorate degree, level II specialist doctor within the age range prescribed in Article 23 of Decree No. 40/2014/ND-CP dated May 12, 2014 of the Government regulating the use and promotion of individuals working in science and technology up to the time of application submission and meeting all the criteria prescribed in Point a and Point b, Clause (2) above.

Other conditions

- Candidates must ensure the conditions and standards according to the requirements and standards specified in Instruction No. 22-HD/BTCTW dated January 3, 2023 of the Central Organizing Committee:

+ For the job position of civil servant in charge of research and consulting in the Party's consulting and support agencies: Applicants must be Party members and not violate the political standards on internal political protection; in case they are not Party members, their background must be clearly verified, meet the standards and conditions for Party development and not violate the political standards on internal political protection.

+ For the job position of civil servant of the Fatherland Front and socio-political organizations: Candidates must meet additional conditions and requirements announced by the competent recruiting agency in accordance with the functions, tasks and methods of operation of the organization employing civil servants.

Applicants for admission to the Ho Chi Minh Communist Youth Union must be under 25 years old at the time of application submission.

Admission content:

- Round 1: Check the conditions according to the requirements of the job position to be recruited and consider the academic and research results (if any) of the candidate to ensure compliance with the standards specified in Article 2, Decree No. 140/2017/ND-CP of the Government. Candidates with qualified profiles will continue to round 2.

- Round 2: Interview on the professional qualifications and skills of the candidate according to the requirements of the job position to be recruited. Interview time is 30 minutes. Interview scores are calculated on a 100-point scale and there is no review of interview results.

Pursuant to Article 12, Decree No. 138/2020/ND-CP dated November 27, 2020 regulating the recruitment, use and management of civil servants and Article 10, Decree No. 115/2020/ND-CP dated September 25, 2020 regulating the recruitment, use and management of civil servants.

The file is contained in a file bag, the list of documents (according to form 1) includes:

- Copies of diplomas, certificates and transcripts of academic results as required by the position applied for, certified by the competent authority. Diplomas and certificates in foreign languages must be translated into Vietnamese and certified by the competent authority. In case the graduation certificate from foreign training institutions does not clearly state the grade of good, excellent, or excellent, additional documents proving academic results according to the school's classification must be provided (for example, the school's classification evaluation table, the school's confirmation letter of achieving good, excellent, or excellent grades, etc.)

- Relevant documents and papers notarized or certified by competent authorities proving achievements as prescribed in Clause 1, Article 2, Decree No. 140/2017/ND-CP of the Government;

- Certificate of priority (if any) issued by competent authority;

- 3 envelopes with recipient's address and contact phone number.

Note:

Each person can only register for one job position. Candidates are responsible for the truthfulness of their application form. In case of dishonest declaration, their name will be removed from the list of candidates or the recruitment results will be canceled. The application form cannot be erased or modified and the applicant must sign each page. Applicants are not allowed to add documents confirming priority status after the recruitment results have been announced.

The collection level is as prescribed in Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance. Time and place for submitting application documents
