On the morning of October 10, Provincial Party Secretary Hoang Trung Dung chaired a meeting of the Standing Committee of the Ha Tinh Provincial Party Committee to listen to a report on the socio-economic situation, national defense and security in the first 9 months of 2023 and give opinions on a number of contents under his authority.

Attending the meeting were comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, the National Assembly Delegation of the province and leaders of a number of relevant departments and branches.

In the first 9 months of 2023, despite many difficulties, the province's socio-economic situation still achieved positive results; the economy maintained a recovery trend.

Economic growth in the first 9 months is estimated at 7.68% (ranked 2nd in the North Central region and 15th out of 63 provinces and cities nationwide). Agricultural production has been successful in all aspects; spring rice yielded 58.96 quintals/ha, the highest yield ever; summer-autumn rice yielded 50.28 quintals/ha, with an output of over 224 thousand tons. The whole province has assessed and recognized 2 more communes meeting NTM standards, 8 advanced NTM communes, and 5 model NTM communes.

Trade and service activities continued to maintain growth. Compared to the same period last year, total retail sales of goods reached 43,500 billion VND, up 15%; export turnover reached 2.1 billion USD, up 60%. Total budget revenue in the area reached 12,906 billion VND (reaching 68% of the estimate, equal to 90% of the same period). Disbursement of public investment reached 5,564/10,696 billion VND (equal to 52% of the plan). The province approved the investment policy of 12 domestic projects and 1 foreign project with a total amount of nearly 3,000 billion VND.

Compensation, site clearance and resettlement work for the North-South Expressway project through Ha Tinh has been focused on; to date, the handover of the project site has reached over 98%; the construction progress of 30 resettlement areas has been accelerated, of which 8 have been completed.

However, some important economic indicators have not met requirements such as budget revenue, total social investment capital, and slow disbursement of public investment; production and business activities continue to face difficulties in terms of market and financial resources; import-export revenue is lower than estimated; implementation of the Project for the province to meet new rural standards still faces many difficulties, especially in terms of resources...

Next, the Provincial Party Standing Committee listened to the inspection and supervision delegations of the Provincial Party Standing Committee report on the inspection and supervision work at a number of party organizations and party secretaries at subordinate levels regarding the implementation of Resolution No. 04-NQ/TU of the Provincial Party Executive Committee on "Strengthening leadership and direction in the management, protection, development and effective exploitation of the potential and advantages of forests and forestry land until 2025 and the following years"; Resolution No. 07-NQ/TU, dated April 27, 2018 of the Provincial Party Standing Committee on strengthening the work of building the Party and people's organizations in enterprises in Ha Tinh until 2025 and the following years.

At the meeting, delegates also analyzed the reasons for achieving the results; difficulties and obstacles and discussed solutions to continue achieving and exceeding the socio-economic targets for the whole year 2023.

Speaking at the meeting, Provincial Party Secretary Hoang Trung Dung briefly informed about the results of the 8th Conference of the Party Central Committee, 13th tenure. Briefly assessing the socio-economic situation in the past 9 months, the Provincial Party Secretary praised the efforts of all levels, sectors, localities, the business community and the people.

The Provincial Party Secretary suggested that in the coming time, the Provincial People's Committee continue to focus on removing difficulties and obstacles for investment projects in the area; direct and have specific solutions for each socio-economic indicator, striving to achieve the highest results; speed up the implementation of projects in the area such as the North-South Expressway project, the battery production project of Vingroup Group, Vung Ang II Thermal Power Plant, etc.

Continue to focus on accelerating the progress of public investment disbursement; increase budget revenue; carry out the task of building new rural areas; actively coordinate with Hanoi National University to complete the project "Developing Ha Tinh University in the period of 2020 - 2025, with a vision to 2030"; preserve and promote historical and cultural relics in the area; actively coordinate with investors to soon research and build the cultural space of Truyen Kieu - Nguyen Du; focus on implementing well the work of social security, ensuring social order and security...

Regarding the inspection and supervision of the implementation of resolutions, the Provincial Party Standing Committee agreed with the comments and assessments of the inspection and supervision teams; assigned the teams to complete the documents and procedures in accordance with regulations, and at the same time monitor the leadership and direction of the implementation of resolutions after inspection and supervision.

At the meeting, the Provincial Party Standing Committee gave opinions and agreed in principle on the "Project to Repair a number of construction items at Ly Tu Trong Memorial Site, Thach Ha District"; assigned the Party Committee of the Provincial People's Committee to direct the implementation in accordance with regulations, contributing to upgrading and promoting the value of the relic site.
