The final "bottlenecks" in the site clearance work of the North-South Expressway project are being resolved by departments and localities in Ha Tinh in order to hand over to the investor as committed, creating the most favorable conditions for the construction process.
The North-South Expressway section through Ha Tinh is speeding up construction progress.
The North-South Eastern Expressway Project in the 2021-2025 period through Ha Tinh province has a length of 102.38 km with 3 component projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung. In addition, the province is also implementing the construction of 3 expressway connecting routes (Ngo Quyen Road - Provincial Road 550, the expressway parallel road connecting Provincial Road 550 - Ham Nghi extension and Cam Quan Road - National Highway 1) with a length of 12.18 km.
Mr. Le Anh Son - Deputy Director of the Department of Transport said: Right from the beginning of the project implementation, Ha Tinh has focused on site clearance (GPMB) by mobilizing the entire political system to participate. Actively propagating and mobilizing people to understand and comply with the laws related to compensation, support and resettlement policies and regimes.
The resettlement area of the North-South expressway project in Ky Van commune, Ky Anh district has been completed, and many households have built new houses.
Thanks to that, although the project affects the land and assets on the land of thousands of households (of which, 404 households must resettle, 749 households are partially affected in assets, structures, trees, and 800 graves are relocated), up to this point, Ha Tinh has completed the work of measuring and calculating land acquisition; pricing, approving compensation plans reaching 99.70% and handing over the site to the investor to implement the project reaching 98.33%. The progress of disbursement of land acquisition capital reached 2,514.5/2,819.66 billion VND (reaching 89.18%).
Of the 26 resettlement areas and 4 cemeteries, Ha Tinh has completed 22 resettlement areas and cemeteries. The remaining 4 resettlement areas have also reached 97 - 99% of the volume.
The land acquisition and clearance work for the North-South Expressway in Ha Tinh has always been recognized and highly appreciated by the Government, the Prime Minister and the Ministry of Transport. This has contributed to ensuring the progress of the national key project passing through the province.
Pig farm in Viet Tien commune, Thach Ha district is within the scope of influence of the expressway project.
Although the remaining area that cannot be handed over is not large, in the spirit of not affecting the overall progress of the project, Ha Tinh requests units and localities to continue to focus on site clearance work, coordinate to resolve difficulties and problems so that the earliest handover can be made to the investor and construction unit.
According to research, the problems with land acquisition and compensation are concentrated in the relocation of power line infrastructure (in almost all localities); pig farms in Viet Tien commune, Thach Ha district; some households have not agreed with the price and compensation for resettlement in Cam Lac commune, Cam Xuyen district.
Not only the North-South Expressway project but also any project related to power line infrastructure will always be a complicated and difficult issue when it is necessary to implement and complete all documents in accordance with legal procedures and the review and approval must go through many ministries, departments and branches at the Central level, especially with 220kV and 500kV high voltage lines.
Power infrastructure affected by the project is being urgently relocated.
More importantly, localities do not have experience in this field, but need to hire a unit with enough capacity to do it. This also takes a lot of time.
Despite the difficulties, with the joint efforts, currently, the 35kV line and below, most localities have completed 60-97% of the construction; the 110kV line has completed 10-69% of the construction; the 220kV and 500k lines, Duc Tho district has completed 10% of the construction, the remaining localities have selected contractors and prepared conditions to start construction.
Regarding the pig farm (sows and lean pigs) in Viet Tien commune, Mr. Nguyen Van Sau - Vice Chairman of Thach Ha District People's Committee informed that the farm owner cooperated and was willing to relocate the barn and give up land for the project. However, because the cost of 600 sows was high and some items and equipment of the farm were not included in the province's compensation price list, the process of working, negotiating and setting compensation prices encountered many difficulties.
According to Mr. Nguyen Van Sau, the province has assigned the Department of Agriculture and Rural Development to preside over and coordinate with departments, branches and Thach Ha district to advise on a handling plan to ensure compliance with regulations. Through meetings and consultations with units and localities, the Department of Agriculture and Rural Development has also reported to the Provincial People's Committee on the content related to compensation and support for land acquisition for pig farms in Viet Tien commune.
Many households in Cam Lac commune, Cam Xuyen district have agreed to build houses in the resettlement area.
Regarding some households who have not agreed with the price and resettlement compensation in Cam Lac commune, Mr. Pham Hoang Anh - Vice Chairman of Cam Xuyen District People's Committee said that the reason comes from the fact that they do not agree to verify the origin of the land, the price is low and some households have built illegal expansions but still request compensation.
The Vice Chairman of Cam Xuyen District People's Committee affirmed: Authorities at all levels have explained, propagated, and mobilized, but households did not accept and forced the locality to plan for enforcement.
“The district has issued a decision on enforcement and informed the households in Cam Lac commune. However, before having to apply tough measures, the district will continue to mobilize and propagate for people to agree to relocate and give up land for the project,” Mr. Pham Hoang Anh informed.
During the inspection of the progress of the North-South Expressway project, Deputy Prime Minister Tran Hong Ha highly appreciated Ha Tinh's efforts in site clearance and site clearance, facilitating the project's construction.
With the direction and close attention of the Provincial Party Committee and the Provincial People's Committee, the efforts of departments, branches and localities, and the consensus and support from the people, we believe that Ha Tinh will hand over the entire North-South Expressway project site on schedule, ensuring the project's progress is always smooth.
