The Resolution of the 19th Provincial Party Congress sets the goal that by 2025, Ha Tinh will complete the criteria for the province to meet the NTM standards. That is also the journey to strive to improve the material and spiritual life and the role of the rural population. In nearly half of the remaining time of the 2020-2025 term, Ha Tinh will mobilize the entire political system, social resources and each citizen to join hands with the consistent viewpoint of building NTM increasingly in depth, substantially, effectively and sustainably.
Aiming to improve the quality of life of rural residents, the new rural development program in Ha Tinh sets increasingly high requirements for cultural, environmental, security and order criteria. These are sustainable factors to build modern, peaceful, and unique rural areas that develop harmoniously and comprehensively.
After more than 3 years of operation, the Nam Bac Thanh village community cultural house (Cam Thanh commune, Cam Xuyen) has truly become a place for cultural and sports activities and exchanges for the villagers. The community cultural house has a favorable location at the beginning of the village, is invested in a spacious manner and combines many functions such as: sports area, park, intellectual house... Every day, early in the morning or late in the afternoon, in the cultural house campus, people of all ages come to play volleyball, soccer, table tennis, badminton, folk dance... Community learning activities at the intellectual house are also effectively promoted. There are thousands of books, newspapers and a computer system connected to the internet to serve the people.

Mr. Nguyen Trong Phuong - Head of Nam Bac Thanh village shared: "The village community cultural house was built largely from socialized resources and contributions from local people. Through community activities, sports training, and intellectual improvement here, it has increased the cohesion in the community, contributing to repelling social evils in rural areas".
Identifying the construction of grassroots cultural and sports institutions as one of the "hard" criteria to create an environment to improve the quality of people's cultural life, Ha Tinh has focused on mobilizing resources to gradually complete this criterion. Up to now, the whole province has over 90% of cultural houses in villages and residential groups meeting standards. In particular, the whole province has more than 94 "intelligence house" models in operation with a total mobilized resource of nearly 20 billion VND. Along with preserving and developing traditional cultural activities of folk singing clubs, Giam, Kieu games, Ca Tru... while simultaneously receiving and spreading new models such as folk dance, English teaching, physical education and sports, "intelligence houses" have become places to awaken spiritual and cultural values for the people. In addition, up to now, the whole province has 55 community cultural houses combined with storm and flood shelters with a total cost of more than 116 billion VND that have been completed, put into use and put into operation.

“Intelligence House” has become a space serving diverse activities of the people, contributing to the implementation of cultural criteria in building advanced and exemplary new rural areas in localities.
In 2018, Nghi Xuan was the first locality in the province to meet the standards of a new-style rural district. Continuing the journey to improve the quality of new-style rural districts, in 2021, this locality implemented the project "Building Nghi Xuan district to meet the standards of a model new-style rural district, typical of culture associated with tourism development in the period 2021-2025". Reaching the new goal is the journey of the district to strongly exploit the potential of the countryside converging the quintessence of natural scenery, culture and history. In more than 2 years of focused implementation, Nghi Xuan has achieved some initial results. 15 communes in the district achieved 10/19 advanced new-style rural criteria; 5/15 communes achieved the targets of organizing production and developing the rural economy; 4/15 communes achieved environmental and food safety targets.

Mr. Bui Viet Hung - Vice Chairman of the District People's Committee said that the criteria for building a model new-style rural district, typical of Nghi Xuan's culture are all at a high level such as: 100% of communes must meet advanced new-style rural standards, at least 20% of communes must meet model new-style rural standards. To complete this goal, Nghi Xuan is building and synchronously implementing solutions in all fields. In particular, the locality focuses on investing resources in developing tourism infrastructure, restoring historical and cultural relics... Building the image of Nghi Xuan in a culturally rich direction with ca tru, folk songs, and unique destinations such as: Nguyen Du relic site, Uy Vien Tuong Cong Nguyen Cong Tru temple, Vietnam Tran Dynasty temple in the Central region (Xuan Pho commune), Trang Vung eco-tourism area (Xuan Vien commune)... In addition, the locality invests in developing new-style rural tourism models, homestays in Tien Dien, Xuan My, Xuan Vien towns.
Along with Nghi Xuan, localities with potential and advantages such as Huong Son, Huong Khe, and Vu Quang have also been focusing on investing and calling for investment in developing rural tourism associated with promoting the value of historical and cultural relics.
The community tourism model associated with cultural conservation and indigenous crops towards green and sustainable development in Lang Che village (Son Kim 2 commune, Huong Son, Ha Tinh) was included in the pilot list of the rural tourism development program by the Ministry of Agriculture and Rural Development, period 2021-2025.

Possessing a diverse and rich treasure of cultural values, Ha Tinh has placed the conservation and promotion of traditional cultural values on par with rural socio-economic development in building new rural areas. Mr. Nguyen Tung Linh - Head of Heritage Management Department (Department of Culture, Sports and Tourism) said that Ha Tinh currently has 2 special national relics; 86 national relics and 535 provincial relics are being protected and promoted, some relics showing signs of deterioration are being proposed to competent authorities for assessment to be restored and embellished according to the provisions of the Heritage Law. From 2018-2022, along with the funding for restoration and embellishment of relics supported by the Provincial People's Committee (from 10-12 billion VND/year), localities and owners have mobilized thousands of working days and tens of billions of VND to restore and embellish more than 315 historical and cultural relics.
Possessing a diverse and rich treasure of cultural values, the work of preserving and promoting traditional cultural values is placed by Ha Tinh on par with rural socio-economic development in building new rural areas.
“To complete the target of 100% of national and provincial historical and cultural relics being preserved, restored and promoted in value according to the pilot project to build a new rural province, the organization of inventory and registration of cultural and historical heritages must be done regularly and periodically; priority must be given to granting the right to manage heritages to the district level in order to connect tourism and organize management, promote values associated with the community. Along with preserving cultural identity, localities have well implemented the movement "All people unite to protect national security" with effective models such as "Security cameras", "Peaceful residential areas, joining hands to build new rural areas", "Safe residential areas in terms of fire prevention and fighting", "Self-managed inter-family groups for security and order", "Workers' groups for a green environment - Self-managed for security and order"... Ha Tinh has basically achieved security and order criteria and constantly improved and enhanced the contents of cultural criteria, creating a sustainable and harmonious development environment for rural areas.
In addition to investing in infrastructure development and increasing people's income, Ha Tinh always aims to build a healthy, green - clean - beautiful living environment in the new rural areas. The environmental - landscape criteria in the pilot project to build a new rural province set high requirements and localities throughout the province are making efforts to achieve a "new level" in the quality of life of the people. In particular, regarding the requirements for waste treatment, localities continue to maintain the movement for a green - clean - beautiful environment, periodically at least once a month to clean up the environment, collect waste, and beautify residential areas. Socio-political organizations continue to promote propaganda and create many models to join hands in handling waste right from the source, reducing the pressure on the increasing amount of waste from production and daily activities.

Vice President of the Provincial Women's Union Truong Thi Luong said that, linking the campaign to build a "5 no, 3 clean" family with the implementation of environmental criteria, the Women's Union at all levels in the province has promoted, mobilized, and supported members and people to classify and treat waste at home. Accordingly, the key content is to mobilize families to classify waste at the source and treat waste in hygienic ways such as building incinerators, garbage pits/compost pits using biological products. In addition, the models "Family of 5 yes - Model New Rural Area"; "10 adjacent households"; "Clean house, beautiful garden"; The "5 no, 3 clean" association, "Bright - green - clean - beautiful - safe - civilized residential area", "Civilized ecological residential area" were built and expanded by local mass organizations, helping people to connect with neighbors, develop the economy together, build a civilized lifestyle and contribute to improving the quality of new rural criteria.
Among the contents with large and difficult workloads of environmental criteria, the issue of domestic wastewater treatment and livestock farming in rural residential areas has soon received attention from Ha Tinh with many creative ways. The topic "Collecting and treating wastewater in rural households" was accepted and put into application by the Ha Tinh Provincial New Rural Area Office, the Department of Environmental Protection, and the Provincial Center for Application of Science and Technology Advances in 2019. The solution of collecting and treating small-scale wastewater on-site with simple technology, easy to apply, low cost and suitable for rural areas, has initially shown its effectiveness. Up to now, the whole province has 35 communes implementing this solution with over 3,000 effective operating models.
Mr. Ho Minh Son (La Xa village, Tan Lam Huong commune, Thach Ha) said that previously, domestic wastewater from households in the village was discharged directly into the drainage system, causing a foul odor. Since installing a wastewater treatment system at the household level, we have thoroughly treated this phenomenon, creating a cleaner environment. The consensus and participation of the people are helping localities continue to replicate effective methods to fulfill the requirement: the rate of households collecting and treating domestic wastewater with appropriate and effective measures reaches at least 35% according to the pilot project to build a new rural province.
The household waste classification model is promoted, mobilized, and supported by the Women's Union at all levels to support members and people.
In the journey to improve the quality of the living environment of rural residents according to the criteria set forth by the pilot project to build a new rural province, the biggest difficulty is achieving the goal of having 50% of rural residents using water from centralized water supply works by 2025.
Mr. Tran Duc Thinh - Head of the Irrigation Sub-Department said that this is a difficult goal, especially for mountainous areas, large areas, fragmented areas, and sparse population. Investment sources for these areas are very large while the budget is limited, businesses are not "interested" because of inefficiency. Up to now, the whole province has only 58 communes with about 290,875 households using water from centralized water supply works, reaching a rate of 23.22%.
“However, with high determination, Ha Tinh is focusing on accelerating the construction of centralized clean water projects in the area, upgrading and expanding the network of existing water supply projects. Specifically, in the 2022-2025 period, the province will prioritize up to 50% of the central budget for the new rural construction program for the entire period to complete the upgrading and expansion of the network of 7 existing projects and build 17 new projects with a total cost of 350 billion VND (according to Resolution No. 94/NQ-HDND dated November 11, 2022 of the Provincial People's Council). From the resources, by 2025, it is expected that the rate of rural people using water from centralized water supply projects will reach 48.35%" - Mr. Tran Duc Thinh said.

In addition to the State budget, localities are also making efforts to call for social investment in building domestic water supply plants. Duc Tho is one of the localities that has successfully implemented socialization in building water plants. Based on the urgent needs of the people and the call of the government, in 2016, HT Thanh Trung Company Limited invested 50 billion VND to build La Giang domestic water supply project, with a capacity of 2,000 cubic meters/day and night in phase 1. When the project is put into operation, more than 4,000 households in 3 communes of Lam Trung Thuy, Bui La Nhan, Quang Vinh in the lower part of Duc Tho district will have access to a guaranteed source of clean water.
With creative and persistent approaches, Ha Tinh continues to persevere with criterion 20 - model new-style rural residential areas, model gardens, so that increasingly prosperous, peaceful, and truly livable countrysides are replicated, creating high satisfaction for each citizen. From the effectiveness of criterion 20, the province continues to direct the construction of smart new-style rural residential areas associated with digital transformation. To date, the whole province has 1,100/1,626 villages meeting the standards of model new-style rural residential areas (67.65%); it is expected that by 2024, 70% of villages will meet the standards of model new-style rural residential areas (meeting the requirements of the provincial new-style rural project). Districts and cities have deployed the construction of 13 smart new-style rural residential area models, striving to have at least 20 smart village models and 4 smart new-style rural commune models by 2025.
