Ha Tinh's disbursement of public investment capital is higher than the national average.

Up to this point, Ha Tinh has disbursed more than VND 4,200 billion in public investment capital, reaching 48.8% of the plan assigned by the Prime Minister and 14.3% higher than the national average disbursement rate (the whole country reached 34.5%).

This is the final stage for the Management Board of Civil and Industrial Construction Investment Projects of Ha Tinh province to complete the traffic connection infrastructure component of the project "Basic infrastructure for comprehensive development of Ha Tinh province" (ADB capital).

In recent days, the Management Board of Investment and Construction of Civil and Industrial Works of Ha Tinh province has focused on directing contractors to mobilize maximum human resources to construct according to the critical route. According to the plan, the bidding packages of the Can Loc - Huong Khe inter-district road; An Vien - My Thanh road (Nghi Xuan); District Road 6 (Huong Khe); Can Loc - Loc Ha inter-district road must all be completed and handed over for use before September 30.

Mr. Diep Son Long - Commander of Vinh Phu Company Limited said: "We are constructing the section from Thuong Loc commune to Dien My commune on the Can Loc - Huong Khe inter-district road. The construction progress is currently over 85%. To complete before September 30, at this time, the company is divided into 3 groups, focusing on constructing the drainage ditches; it is expected that in the next 2 weeks, we will proceed with paving and try to complete the items, handing over before September 30".

Currently, the Management Board of Investment Projects for Construction of Civil and Industrial Works of Ha Tinh Province is implementing about 20 projects with a total investment of more than 3,600 billion VND; of which 5 projects are being prepared for investment, 3 projects have just started construction and 12 projects are in transition. To meet the capital disbursement rate, the Management Board of Investment Projects for Construction of Civil and Industrial Works of Ha Tinh Province is focusing on urging contractors to speed up progress, taking advantage of favorable weather to construct according to the signed contract; urgently completing payment procedures for contractors with payment/advance documents; urging localities to continue handing over clean sites to units to speed up construction progress.

This is the final stage to speed up construction progress before the rainy season comes.

In the last months of the year, we will continue to closely monitor the progress of the projects, especially new projects and works, to ensure the capital disbursement plan for this year."

At the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development in Ha Tinh Province, the progress of disbursement of public investment capital for 6 projects decided by the Ministry of Agriculture and Rural Development is currently reaching 60 - 92%. With this result, the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development in Ha Tinh Province has just been awarded a certificate of merit by the Ministry of Agriculture and Rural Development for its work in disbursing public investment capital in 2023.

Ms. Nguyen Thi Anh - Director of the Project Management Board for Investment in Construction of Agricultural Works and Rural Development of Ha Tinh Province said: “The Board is currently managing the implementation of 42 projects; of which 6 projects are decided by the Ministry of Agriculture and Rural Development for investment and 36 projects are decided by the province for investment. To achieve high disbursement results, the Board launched a competition movement to speed up the progress of each project. We also assigned contractors to deploy overtime and increase construction work according to the progress critical path to compensate for the slow workload.”

Identifying that promoting the disbursement of public investment capital is an urgent task to successfully implement socio-economic development goals, in nearly 8 months of 2023, the Provincial People's Committee has led and directed departments, branches and localities to take drastic actions to implement the public investment plan. Accordingly, the Provincial People's Committee promptly issued 6 directive documents; organized many assessment meetings and established 3 working groups to promote the disbursement of public investment capital headed by leaders of the Provincial People's Committee.

In addition, the leaders of the Provincial People's Committee have also organized inspections, worked with localities and units and directly directed the resolution of difficulties and obstacles in the process of implementing the plan; especially urging the implementation of large and key investment projects in the area. Thanks to that, Ha Tinh has achieved high results in the disbursement of public investment capital.

According to data from the provincial State Treasury, up to now, Ha Tinh has disbursed public investment capital of more than VND 4,200 billion, reaching 48.8% of the plan assigned by the Prime Minister (VND 8,685 billion); reaching 44.6% of the allocated capital and higher than the general disbursement rate of the whole country (the whole country reached 34.5%), higher than the same period in 2022 (the disbursement rate of the same period in 2022 reached 37.4%).

To strive for the best results in implementing public investment disbursement in 2023, all levels and sectors need to synchronously deploy solutions. In particular, it is necessary to urgently complete investment procedures, bidding, and start construction of new projects, especially projects that have been assigned capital plans since the beginning of the year. By September 30 at the latest, bidding and starting construction of all public investment projects and works in the area must be completed.

For ongoing projects, it is necessary to strengthen inspection and supervision; coordinate with construction units to establish detailed progress schedules for each project to direct, monitor, and closely supervise... All levels and sectors need to launch emulation movements to focus on promoting disbursement of public investment capital in 2023, linking the responsibility of heads of agencies and units with disbursement results, considering this an important basis for assessing the level of task completion in 2023.
