Putting into operation more than 2,021km of expressway
Continuing the meeting agenda, this morning (October 9), the National Assembly Standing Committee gave opinions on the Government's Report on the results of implementing the 2024 socio-economic development plan; and the projected 2025 socio-economic development plan.
Government representative, Minister of Planning and Investment Nguyen Chi Dung said that based on the results of socio-economic development in the first 8 months, it is estimated that 14/15 main targets for the whole year of 2024 will be achieved and exceeded. The GDP per capita target is approximately 4,647 USD (the target is 4,700-4,730 USD).

The outstanding results pointed out by the Government are that the GDP growth rate in the following quarter is higher than the previous quarter, the whole year is estimated at about 6.8-7%, exceeding the target set by the National Assembly (6-6.5%), belonging to the group of few countries with high growth in the region and the world and highly appreciated by international organizations.
In 2025, the Government targets a GDP growth rate of about 6.5-7% and strives to achieve a higher growth rate (7-7.5%); GDP per capita of about 4,900 USD.
According to Minister Nguyen Chi Dung, in 2024, infrastructure development will be strongly promoted, with clear breakthroughs, especially in transport and electricity infrastructure. National strategic and important infrastructure projects will continue to receive priority investment resources.
To date, more than 2,021km of expressways have been completed and put into operation, opening up many new development spaces; a 500-day and night emulation movement has been launched to complete 3,000km of expressways by 2025; the 500kV circuit 3 Quang Trach - Pho Noi project with a scale of nearly 1 billion USD was inaugurated after more than 6 months of rapid construction.
The elevated section of the Nhon - Hanoi Railway Station urban railway has been put into operation and the Ben Thanh - Suoi Tien urban railway is being strived to be put into operation in 2024; construction progress is being accelerated, completion time is being shortened, and the T3 Terminal is being strived to be put into operation before April 30, 2025, and Long Thanh Port in the first half of 2026.
Infrastructure serving digital transformation, development of digital government, digital economy, and digital society continues to be strongly promoted.

According to Chairman of the Economic Committee Vu Hong Thanh, the bright spot in the economic picture that has been highly appreciated by the auditing agency in recent times is that many key and important national transport infrastructure projects have been focused on accelerating the implementation progress and putting them into operation, contributing to promoting the country's socio-economic development.
Strengthening management and supervision of the gold market
In addition to the results achieved, the auditing agency also pointed out shortcomings and challenges. In particular, the real estate market has shown signs of recovery but still faces difficulties. Land prices in inner-city and suburban districts of Hanoi have shown signs of increasing rapidly again, especially in districts with information about becoming districts.
In particular, according to Mr. Thanh, the situation of "abandoning deposits" after winning the auction is recurring, negatively affecting the price level and the housing market.
"The situation of monopoly, price inflation, creating waves, and land speculation pushing up land prices makes buying and selling almost exclusively happen among speculators, while making it difficult for people and businesses to access land because land prices are high, beyond their ability to pay," said Mr. Thanh.
In addition, according to the Economic Committee, the management of the gold market still has many shortcomings, causing pressure on the foreign exchange market and exchange rates. Cyber security risks to the Vietnamese financial system have become constant and present with unpredictable consequences.
"The liquidity of the corporate bond market has improved significantly but still faces many challenges to become an effective medium- and long-term capital mobilization channel for the economy, sharing the role of capital supply with the banking system," said Mr. Thanh.
The solution in 2025, according to the Economic Committee, is to strengthen management and supervision of the gold market, securities, corporate bonds, and real estate market.
"Research and implement solutions to move towards the healthy and sustainable development of the corporate bond market to support capital mobilization for businesses," Mr. Vu Hong Thanh noted.

Speaking at the meeting, Chairwoman of the Judiciary Committee Le Thi Nga assessed that the gold market is fraught with many risks, even though the State Bank has directed commercial banks to adjust domestic gold prices.
Ms. Nga suggested that the Government continue to direct management and rectification so that the domestic and international gold markets have prices that are not too different.
Besides, Ms. Le Thi Nga also said that the real estate market is currently very "hot" and has very complicated developments; the prices of houses, land and apartments are pushed up very high, making it difficult for workers to access.
"The government needs to direct relevant agencies to manage prices well, helping the real estate market operate stably," said Ms. Nga, adding that although the Housing Law has been issued, its implementation is still slow, and it is necessary to speed up the guiding documents so that the law can quickly come into effect.
