Reporting on the results of the work in the first 6 months of 2023, Deputy Director of the Department Nguyen Tay Nam said that, closely following the policies of the City Party Committee, resolutions of the City People's Council and plans, programs, and directives of the City People's Committee, in the first 6 months of 2023, the Department of Labor, Invalids and Social Affairs has actively and proactively advised the City People's Committee to issue and organize the implementation of many plans in the fields of labor, employment; vocational training; implementation of policies for people with meritorious services; poverty reduction, social protection; drug addiction treatment, post-drug addiction management; prostitution prevention, human trafficking prevention; child protection and care; gender equality. At the same time, focusing on advising the City to direct and operate the areas in charge. Basically, all tasks were carried out in accordance with the established work program plan; regular and ad hoc instructions were also implemented on schedule and ensured requirements.
On the occasion of the Lunar New Year 2023, the Department proactively advised the City People's Committee to issue a plan to visit and give gifts to social beneficiaries, and directly directed affiliated units and the Department of Labor, Invalids and Social Affairs to carry out well the work of taking care of Tet for the beneficiaries of the industry.
The Department has always urged and closely monitored localities and units to promote the implementation of job creation, vocational training enrollment, poverty reduction, drug addiction treatment, etc. In particular, the job creation results for workers in the first 6 months of the year have reached 70% of the annual plan; the vocational training enrollment target has increased significantly compared to the same period in 2022 and previous years; compulsory drug addiction treatment has been implemented with attention from localities, reaching 67.4% of the annual plan with records established for over 50% of people with stable residence.
Coordination and connection with businesses have been and are being promoted by vocational training institutions in many forms; students and trainees are supported in finding jobs immediately after graduation, making an important contribution to supplying trained labor to the labor market.
The poor and social protection beneficiaries, people with revolutionary contributions, unemployed workers, and children in special circumstances receive full attention and care from the City; beneficiaries being cared for at units under the Department are all managed and fully cared for in terms of material and spiritual aspects.

Some outstanding results that Hanoi City has achieved in the first 6 months of 2023
The city has presented over 1.7 million gifts to preferential policy beneficiaries, people with meritorious services; the poor, social protection beneficiaries; the elderly; retired and disabled officials, workers in difficult circumstances; outstanding organizations, families and individuals; children in special circumstances and other disadvantaged subjects with a total budget of VND 834.8 billion. The gift results reached 150.6% compared to the plan; the budget increased by 15.4% and the gift value increased by 24.2% compared to the gifts for the Lunar New Year of the Tiger in 2022.
Synthesized from reports of districts, towns, and cities, in the first 6 months of 2023, the whole city created jobs for 113,418/162,000 workers, reaching 70% of the planned target assigned in 2023 (a decrease of about 4.5% compared to the same period in 2022).
Hanoi Employment Service Center organized 124 job fairs with 3,635 participating units and enterprises; the total number of recruitment and enrollment needs was 60,034 people, accounting for 14.6% of the recruitment needs of enterprises nationwide.

Regarding vocational education, in the first 6 months of the year, vocational education establishments in the city enrolled 105,340 people, reaching 45.8% of the enrollment plan for 2023; an increase of 3.6% over the same period in 2022, accounting for 10% of the total 101,620 workers recruited and trained nationwide.
In the first 6 months of the year, 11,205 applications for preferential treatment for people with meritorious services and their relatives were received and processed with a budget of about 42 billion VND. The total budget for preferential treatment for people with meritorious services in the first 6 months of the year of the City was 1,061 billion VND.
