Oriented to become a leading semiconductor industrial center
According to the 2021-2030 Planning, with a vision to 2050, many goals are set for Hanoi to become a major economic and financial center of Vietnam with regional influence; a center of science, technology, and innovation. Hanoi also plays a leading growth pole role, promoting regional development.
The plan also identifies the development direction of important industries such as orientation to become a leading center for semiconductor industry, information technology and artificial intelligence, biotechnology; development of agricultural products with high scientific and technological content. To become a smart city, Hanoi will need to build a strong and secure digital information infrastructure. All urban technical infrastructure (transportation, energy, water supply and drainage, trees, lighting, waste treatment, etc.) will have to be smart. All of this requires the use of a large number of semiconductor chips. Therefore, Hanoi in particular and Vietnam in general need to have the corresponding capacity in electronic technology and semiconductor technology to build and operate smart cities safely and sustainably.
Assessing the general picture of FDI attraction in Hanoi recently, Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute said: in the context of the strong development of the 4th Industrial Revolution; trade war between major countries; the wave of FDI capital shifting to Southeast Asia; economic development associated with environmental protection and ecological balance, provinces and cities in the Hanoi Capital region have had "open" orientations to improve the quality of FDI capital flows.
Currently, the semiconductor industrial belt has begun to take shape in the capital region (Bac Ninh, Thai Nguyen, Bac Giang, etc.). Therefore, Hanoi needs to develop a semiconductor ecosystem in the overall development of the capital region as well as the whole country. Support and lead localities (human resource training, logistics, etc.) and attract investment in higher segments in the value chain (design, R&D, etc.). With its strategic location and many unique advantages, Hanoi has great potential and opportunities to develop and attract investment in the technology sector, including the semiconductor industry. In fact, Hanoi has continuously led the country in attracting foreign direct investment (FDI) for many years.
Deputy Director of the Hanoi Center for Investment, Trade and Tourism Promotion (HPA) Nguyen Tran Quang shared: “In meetings with investors, many organizations, businesses and corporations are interested in developing the semiconductor sector in Hanoi in particular and Vietnam in general. This is a great opportunity.”
Many big investors choose Hanoi as their destination
In September 2023, the Hanoi Industrial and Export Processing Zones Management Board granted an investment certificate to Inventec Techlonogy Vietnam Co., Ltd. in the Hanoi South Supporting Industrial Park (Hansip). Inventec Techlonogy Vietnam's factory specializes in manufacturing products for export such as: Smartphones, servers, computer peripherals; electronic circuit boards, converters for other smart devices... This project has a total investment capital of 125 million USD in phase I, expected to come into operation from the fourth quarter of 2024.
According to Mr. Yeh Li-Cheng - Chairman and General Director of Inventec Appliances Co., Ltd: “The South Hanoi Supporting Industrial Park is located at the southern end of the Red River Delta, the main traffic artery of the North - South, surrounded by vast plains, pleasant climate, beautiful scenery. The infrastructure and auxiliary works in the industrial park are gradually being completed and have become a key strategic development area of the Capital...”.
Previously, Infineon Technologies AG, Germany's largest semiconductor chip manufacturer, announced the establishment of a semiconductor chip development center in Hanoi. A representative of Infineon Technologies AG said that the new development center in Hanoi will play an important role in DES's ambitious capacity growth plans. In the long term, Infineon's goal is to turn the center in Hanoi into an international standard R&D center, similar to Infineon's international R&D centers currently located in Munich (Germany), Villach (Austria), Bangalore (India) and Singapore.
Experts highly appreciate Hanoi's advantages in attracting investment in the high-tech sector, including the semiconductor industry. In addition to the Hanoi South Supporting Industrial Park (Hansip), the city currently has 11 industrial parks that have completed infrastructure construction and are in operation with a total area of 2,930 hectares. Currently, 14 other industrial park and cluster projects are in the process of implementation as well as being included in the development planning in the coming period.
In particular, Hoa Lac High-Tech Park has many advantages to "catch the wave" of investment in the semiconductor industry when it is gathering leading technology corporations in Vietnam such as: Viettel, FPT, Mobifone, Vinaphone, CMC, large-scale research and incubation facilities such as: Vietnam-Korea Institute of Science and Technology (V-KIST), National Innovation Center (NIC).
To date, Hoa Lac High-Tech Park has had 108 investment projects with a registered capital of over 5 billion USD. The number of cadres, experts, workers and students at Hoa Lac High-Tech Park is about 25,000 people.
Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen assessed that the semiconductor industry is a field that the Government is very interested in; in the coming time, there will be many solutions to promote this industry. In addition, the Capital Law No. 39/2024/QH15 dated June 28, 2024 identifies semiconductors as a priority field to attract strategic investors of the Capital. Strategic investors selected according to regulations in the semiconductor field will enjoy many investment incentives of Hanoi.
To develop the semiconductor industry, Hanoi will focus on implementing a number of common tasks and solutions to develop digital businesses according to the motto "government accompanies - businesses give advice - economic development".
The city requires units to coordinate with relevant departments, branches, sectors and units to review and prepare conditions regarding premises, land, infrastructure, labor, etc. to be ready to welcome large investors and corporations; promote upgrading synchronous industrial park infrastructure to create a competitive advantage to attract medium and long-term investment.
Timely remove difficulties, create favorable conditions for businesses to accelerate the process of shifting operations to the digital technology sector, invest in core technology research... In addition, Hanoi will also implement investment incentives for investors and businesses when participating in investing and developing the semiconductor industry in the capital. Specifically, investors are exempted from land rent, water surface rent, and are subject to preferential tax rates for corporate and personal income tax...
