Specifically, the Hanoi People's Committee has just planned to implement Resolution No. 53 of the Government on implementing Resolution No. 74/2022/QH15 dated November 15, 2022 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste.
Notably, in the plan, the Hanoi People's Committee assigned the Department of Planning and Investment to take the lead in classifying to develop plans and roadmaps, clarify responsibilities, handle violations, negativity, shortcomings, limitations, losses, and waste for organizations, units, and individuals related to 6 projects and project clusters using public investment capital and other state capital ineffectively or wastefully.
According to Appendix No. 1 attached to Resolution No. 74 of the National Assembly, the 6 projects and project clusters mentioned above are: Student Housing Project of the School Cluster in the New Urban Area of Phap Van - Tu Hiep; Water Supply and Restoration Project of Tich River; Hanoi Museum; Hanoi Urban Railway Project (Line 2) section Nam Thang Long - Tran Hung Dao; Hanoi Urban Railway Pilot Project, section Nhon - Hanoi Railway Station; Yen Xa Wastewater Treatment System Construction Project...
According to the plan, the City People's Committee also requires Departments, branches, units, People's Committees of districts, towns, and state-owned enterprises under the management of the City People's Committee to strengthen discipline, thoroughly save money, and fight waste.
At the same time, improve the efficiency of mobilizing, managing and using the country's resources for rapid and sustainable development. Improve the effectiveness and efficiency of supervision, inspection, examination, auditing, investigation, prosecution, trial and execution of judgments related to the implementation of policies and laws on practicing thrift and combating waste.
Strictly and promptly handle the responsibilities of organizations and individuals who commit violations in practicing thrift and fighting waste.
Develop plans and roadmaps, clarify responsibilities, handle violations, negativity, shortcomings, limitations, losses and waste in 6 projects and project clusters.
From 2023, the campaign on practicing thrift and fighting waste will be deployed throughout the city. The Department of Home Affairs will preside over and coordinate with relevant ministries and agencies to advise the city on organizing a competitive movement on practicing thrift and fighting waste in the competitive movement to promote the development of synchronous and modern infrastructure.
Practice thrift and combat waste in all areas of production and consumption at all levels, in all sectors and among the people with practical and effective themes, contents and forms. Timely commend, reward and replicate advanced models.
Regularly evaluate the effectiveness and quality of policies after promulgation to promptly adjust shortcomings and conflicts to limit loss and waste of resources. Focus on building mechanisms and policies on practicing thrift and combating waste in each stage for a number of key areas such as energy saving, management, exploitation and use of land, resources and minerals.
Units under the management of the City People's Committee must seriously rectify, learn from experience and promptly have synchronous solutions to overcome shortcomings and limitations pointed out in the 2022 Supervision Results Report of the National Assembly Supervision Delegation.
Enhance the responsibility of leaders, individualize responsibility, ensure publicity and transparency, promote administrative procedure reform, strengthen discipline and order, and focus on directing to effectively implement thrift practice and combat waste.
Organize inspections, checks, prevent and promptly and strictly handle violations of the law to avoid loss and waste. Focus on carefully studying the solutions, proposals and recommendations stated in Report No. 330 dated October 11, 2022 of the National Assembly Supervision Delegation to strictly implement the key tasks in the attached Appendix.
The City People's Committee clearly requested specific progress: Coordinating agencies, based on assigned functions, tasks and instructions of the presiding agencies, focus on reviewing and strictly implementing related contents, reporting implementation results to the presiding agencies before July 15, 2023 (for tasks performed in 2023) and before July 15, 2025 (for tasks performed in the period 2023-2025) .
