Kinhtedothi - On the morning of November 27, the Hanoi City Public Administration Service Center had a working session with the delegation of the Department of Administrative Procedure Control, Government Office on the pilot implementation of the model of a one-level Public Administration Service Center under the Provincial People's Committee.
At the conference, Deputy Director of the Hanoi City Public Administration Service Center Hoang Van Bang said that the City Public Administration Service Center (Center) performs the function of advising and assisting the City People's Committee in State management of: controlling administrative procedures, reforming administrative procedures, organizing the implementation of the one-stop shop and inter-connected one-stop shop mechanism; is the focal point for organizing the provision of information, guidance, support, reception, digitization, coordination in handling, resolving, and returning results of handling administrative procedures; advising and organizing the implementation of tasks of applying information technology and digital transformation to serve people and businesses under the direction of the City People's Committee and the Chairman of the City People's Committee.
The Center's organizational structure includes 4 specialized departments, 2 affiliated public service units and 30 branches located in 30 districts, towns and cities.
Since its inception, the City Public Administration Service Center has closely followed the direction of the City Party Committee, People's Council - People's Committee, closely coordinated with the City's Departments and branches to urgently implement its tasks.
According to the Deputy Director of the Hanoi City Public Administration Service Center, the current administrative procedure settlement information system of the City includes: 1,885 administrative procedures, of which the number of online public services provided: 1,191 administrative procedures (full process: 318 administrative procedures; part: 810 administrative procedures).
The City Public Administration Service Center determined that in order to create a breakthrough in providing public services and utilities for people and businesses in Hanoi today, it is necessary to promote the application of modern technology in restructuring administrative procedure settlement processes, digitizing documents and records for administrative procedure settlement to form a shared database for the city.
At the same time, connect, integrate and share data between the administrative procedure settlement system, other shared application platforms of the City with the national public service portal, the national population database, and specialized databases to verify, clean and enrich existing data to provide the best services and utilities for people and businesses.
At the meeting, the Center's departments reported on the ongoing work as well as future directions to the working group. At the same time, the members of the working group also gave their comments, shared their opinions and notes during the work implementation process.
Concluding the meeting, Director of the Department of Administrative Procedure Control, Government Office Ngo Hai Phan said that through the meeting, he highly appreciated the officers and employees of the Center for being prompt, active and proactive in their work.
The Director of the Department of Administrative Procedure Control, Government Office requested the Center to continue reviewing functions and tasks, clearly defining job positions, and internally defining non-administrative boundaries.
"Hanoi will be the first city to implement administrative procedures without administrative boundaries. I believe we will succeed" - Director of the Department of Administrative Procedure Control, Government Office Ngo Hai Phan emphasized.
At the conference, Director of the Hanoi Public Administration Service Center Cu Ngoc Trang spoke to receive the opinions of the working group. At the same time, he reported on the commitment to work progress as well as made some proposals to remove some of the difficulties the Center is facing.
