On September 19, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen chaired a meeting to listen to a report on the Plan to overcome consequences and restore agricultural production after storm No. 3; strengthen supply-demand connection activities, ensure supply of goods, stabilize the market until the end of 2024 and serve the Lunar New Year 2025.
Damage in agricultural production is estimated at over 2,286 billion VND.
Director of the Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said that the estimated damage to agricultural production after storm No. 3 and the floods after the storm was over 2,286 billion VND. For crops, the damage was about 1,956 billion VND; for livestock, the estimated damage was 31.8 billion VND, and for aquaculture, the estimated damage was 298.9 billion VND. Not to mention that the storm caused 32 landslides related to dikes, affecting dikes and river banks; causing 151 incidents of irrigation works.
In order to restore and develop agricultural production after the storm, the Department reviewed, assessed the damage and implemented procedures to provide support according to regulations; directed the implementation of technical measures to overcome and minimize damage to crop production. The total estimated cost of implementation is 1,150.2 million VND.
Director of the Department of Agriculture and Rural Development Nguyen Xuan Dai also proposed that the City People's Committee allocate additional funds to support farmers and policy banks to provide loans for production and business development, with priority given to those who have suffered losses and need loans to restore and develop production; promptly arrange funds to repair dike and irrigation works to stabilize people's lives and develop production...
Strictly handle unreasonable price increases
According to Deputy Director in charge of the Hanoi Department of Industry and Trade Nguyen Kieu Oanh, to proactively source goods to serve people in the area before the impact of storm No. 3, the Department directed businesses to work with suppliers to increase the supply of goods (in which fresh food, green vegetables, and fruits doubled compared to normal days). When Hanoi was affected by storms causing flooding, businesses increased the continuous transportation of goods to points of sale, deployed online sales channels, and extended opening hours to serve people.
For vegetables (supply and selling prices were affected by storms and floods, causing many vegetable areas to be damaged and difficult to harvest and transport), businesses have increased exploitation from the southern provinces and Da Lat (increasing the number of shipments and increasing the quantity of goods per shipment) to immediately supplement the missing goods to serve the people.
Due to the impact of storm No. 3, some regional power grids were damaged, mostly due to trees and foreign objects falling, flying into power lines and transformer stations. Accordingly, the damage to the transmission grid is estimated at 721 million VND; EVNHANOI's power grid is estimated at 30 billion VND; and power grids of electricity businesses are estimated at 1,162 million VND. The Department of Industry and Trade has directed EVNHANOI and other electricity businesses in the city to strengthen inspection and ensure the safety of the power grid system, especially in areas at risk of flooding, flash floods, landslides, etc.
In order to strengthen the assurance of goods to serve the people after storm No. 3 and at the end of 2024 and the Lunar New Year 2025, the Department of Industry and Trade continues to focus on closely monitoring the supply and demand of essential goods in the area (especially in flooded areas) to promptly propose and implement solutions to regulate and ensure goods to serve the people.
At the same time, closely coordinate with provinces and cities not affected by rain and storms to grasp the supply of essential goods that provinces can supply to Hanoi; coordinate with relevant units to deploy measures to ensure safe, stable and continuous electricity supply for production, business and daily life serving the people... In addition, request the Hanoi Market Management Department to strengthen market inspection and control to promptly detect and strictly handle violations of prices, hoarding, unreasonable price increases causing market instability...
Timely support for organizations and people
Concluding the meeting, Vice Chairman of the City People's Committee Nguyen Manh Quyen requested that the City must have plans to immediately handle and promptly support people, as well as organizations and businesses in the area to overcome the aftermath of storm No. 3 and the rain and floods caused by the storm. At the same time, the Department of Agriculture and Rural Development was assigned to preside over and coordinate with the Departments of Planning and Investment, Finance and the Office of the City People's Committee to focus on completing the report assessing the overall damage, production recovery plan, goals and solutions from now until 2025...
Regarding the support plan, Vice Chairman of the City People's Committee Nguyen Manh Quyen requested the Department of Agriculture and Rural Development to preside over and coordinate with the Department of Finance to review localities. Localities also need to proactively review the subjects eligible for support according to the provisions of Decree No. 02/2017/ND-CP and Decision No. 07/2019/QD-UBND.
Regarding emergency treatment projects, Vice Chairman of the City People's Committee Nguyen Manh Quyen assigned the Department of Agriculture and Rural Development to coordinate with relevant departments and agencies to send people to participate in establishing emergency treatment records in accordance with the law; must be resolved quickly, to the right subjects, and following the correct procedures.
Basically agreeing with the report of the Department of Agriculture and Rural Development on the winter crop support policy, however, Vice Chairman of the City People's Committee Nguyen Manh Quyen requested that the products must be suitable, targeted, and in line with the needs in the spirit of restoring production and business, compensating for damage caused by the storm, and ensuring food supplies for the end of the year.
Regarding Funds and policy banks, Vice Chairman of the City People's Committee Nguyen Manh Quyen proposed to review the entire system based on practical needs and reports. On that basis, the Departments of Agriculture & Rural Development, Finance, Planning & Investment and the City People's Committee Office will synthesize a common support package for the period from now until the end of 2024 and 2025.
