Presenting opinions on perfecting the planning orientation of Hanoi Capital for the period 2021-2030, with a vision to 2050, delegates offered many solutions to remove bottlenecks hindering the city's development.

According to Prof. Dr. Hoang Van Cuong, Vice President of Hanoi National Economics University, through the development periods, the capital has achieved achievements in many fields but also revealed some bottlenecks that hinder future development.

There is no truly outstanding institution for Hanoi to fully exploit its potential and advantages. Although there is a Capital Law, there are still many binding regulations that prevent the city from making a breakthrough.

Prof. Dr. Hoang Van Cuong pointed out the current bottlenecks of Hanoi such as: Unsynchronized infrastructure, especially public transport infrastructure serving more than 8 million people; Heavily polluted environment; Urban planning has many inappropriate points; The staff is not dynamic, creative, and daring to think and act.

“These are basic bottlenecks that Hanoi needs to thoroughly analyze and have solutions to ensure development in the coming period,” Mr. Cuong emphasized.

From the above analysis, according to Mr. Cuong, the planning of the capital needs to pay attention to the cultural, historical and civilized factors of Thang Long - Hanoi. Build Hanoi into a global city, strengthen governance capacity. In particular, the city needs to reduce the load on the inner city by moving hospitals and schools outside.

Meanwhile, according to Prof. Dr. Le Quan, Principal of Hanoi University of Architecture, the development of mixed high-rise and low-rise buildings in the inner city creates challenges for the city in terms of traffic, public space, parks, and flower gardens.

According to Mr. Le Quan, although low-rise housing has a large development rate, construction policies for this area are still limited and are governed by land policies. Therefore, controlling the residential density of this type is very important, in order to reduce development pressure on this area.

To meet the housing needs of the people, according to a group of experts including Dr. Chu Manh Hung (Party Secretary of Hanoi Law University) and Dr. Do Xuan Trong (Deputy Head of the Department of Land Law, Hanoi Law University), Hanoi needs to clearly identify bottlenecks in residential areas.

“This is an alarming bottleneck and the recent particularly serious mini apartment fire on Khuong Ha Street (Thanh Xuan District) is a ‘wake-up call’ for the capital in terms of ensuring quality and safety for construction works as well as the requirement to change the quality of the capital’s appearance in the coming time,” said a group of experts from Hanoi Law University.

The group of experts from Hanoi Law University also boldly proposed to eliminate low-rise buildings (individual houses in civil areas, townhouses, subdivisions, and land sales) in the core area of ​​the capital and build a system of modern multi-storey buildings. This will both improve land use efficiency, meet people's housing needs, and expand the infrastructure system.

To overcome the current shortcomings of Hanoi, according to Associate Professor Luong Tu Quyen (lecturer at Hanoi University of Architecture), the planning of the new phase of the capital needs to inherit and promote the urban cluster model, multi-polar, multi-center. In which, satellite cities and central cities are linked together by a system of belt roads and radial axes.

“Apply the satellite urban model to share functions and reduce the load on the central urban area. In the immediate future, we need to focus on urban development in Hoa Lac, Dong Anh, and Me Linh,” Associate Professor Luong Tu Quyen stated.
