Hanoi plans to reduce more than 5,000 billion VND for the To Lich River revival project

The Hanoi People's Council agreed to adjust the investment policy for the To Lich River revival project to extend the completion schedule of the Yen Xa wastewater treatment system project and reduce more than VND5,000 billion.


On December 10, the Hanoi People's Council passed a resolution adjusting the investment policy for a number of public investment projects of the city, including the Yen Xa wastewater treatment system project, contributing to the revival of the To Lich River.

The Hanoi People's Council agreed to adjust the investment policy to extend the completion schedule of the Yen Xa wastewater treatment system project.

According to the proposal, the Yen Xa wastewater treatment system project approved by the Prime Minister has a total investment of more than 16,000 billion VND, of which the ODA loan from the Japan International Cooperation Agency (JICA) is more than 56 million Japanese yen, equivalent to nearly 14,000 billion VND (accounting for more than 84% of the total investment).

The counterpart fund from the city budget is more than 2,500 billion VND. The project consists of 4 main packages, with implementation progress from 2013-2025. The project is behind schedule.

According to Hanoi, package 1 to build a wastewater treatment plant with a capacity of 270,000 m3/day and night has been basically completed and has been put into trial operation. Package 2 to build a sewer system for the To Lich River has completed 98% of the work.

Package 3, which builds a sewer system for the Lu River, has completed 10% of its work and the contract with the contractor has been terminated. Package 4, which builds a sewer system for part of the Ha Dong district and the new urban area, has only completed 20% of its work.

By the end of October, the total disbursed capital was nearly 5,000 billion VND.

The Hanoi People's Committee proposed to adjust the total investment down from more than 16,000 billion VND to more than 11,100 billion VND, a decrease of more than 5,000 billion VND, including a reduction of ODA capital of more than 6,300 billion VND, and an increase of counterpart capital to more than 1,200 billion VND.

Regarding the reason for the adjustment, according to Hanoi, the ODA capital decreased due to updating the value of bidding packages No. 1, No. 2, No. 4 and the consulting service bidding package according to the value of the contract being implemented. In particular, bidding package No. 3 was updated according to the actual disbursement value at the time of contract termination with the construction contractor.

The adjustment to increase counterpart capital is to carry out the remaining work of package 3; deploy the items of 9 primary settling tanks and 6 gravity sludge tanks of package 1 and other related costs.

Hanoi proposed to adjust the implementation time to 2027, extending it by 2 years compared to the original implementation plan.

After being approved by the City People's Council, the Hanoi People's Committee will submit to the Prime Minister for approval to adjust the investment policy of this project.

The Hanoi People's Council considered and approved the adjustment of the investment policy for this project to speed up the project's progress.

To quickly revive the To Lich River, Hanoi is building an emergency project to add water from the Red River to this river.

Hanoi leaders requested relevant departments and branches to complete the water supply project for To Lich River before September 2, 2025.
