Supporting industries lack resources for innovation
Currently, in Hanoi, there are nearly 1,000 supporting industry enterprises, with over 320 enterprises having production systems and products that meet international standards, capable of supplying to the production networks of multinational corporations in Vietnam, in the region and in the world.
Hanoi Department of Industry and Trade said that the capital's supporting industry still has many shortcomings. Specifically, supporting industry products are still simple, with medium and low technology content, and have small value in the product value structure. Currently, the localization rate of the automobile industry is about 5-20%; electronics 5-10%; leather, footwear, textiles 30%; mechanical engineering localization rate is about 15-20%.

The localization rate is low, so the volume of imported components and accessories to Vietnam for assembly, manufacturing, and export every year amounts to tens of billions of USD. Imported components and products in the electronics and automobile industries alone are about 35 - 50 billion USD.
Furthermore, supporting industry enterprises lack resources for innovation. The capacity to supply components and spare parts with high technology and complex techniques does not meet the requirements for deep participation in the global production chain.
According to estimates by the General Statistics Office, over 30% of supporting industry enterprises nationwide are still using completely manual control equipment, over 50% are using semi-automatic equipment, only over 10% of enterprises are using automated equipment and less than 10% of enterprises are using robots in the production line.
In terms of value chain, only about 19% of textile, footwear and leather enterprises and 33% of electronics enterprises carry out the design stage in the production process. About 20% of enterprises have ISO 9000 certification (quality management), 9% of enterprises have ISO 14000 certification (environmental management), more than 20% of enterprises have implemented 5S at the enterprise. The number of enterprises applying tools such as Lean, 6 Sigma, TQM, TPM is only about 1-2%.
Besides, according to the Hanoi Supporting Industry Business Association (HANSIBA), investing, building and developing supporting industries in Hanoi is even more difficult due to the increasing costs of renting production premises, labor and some other services.

Although there is a relatively complete system of preferential policies, it seems that businesses have not yet accessed them because these policies still have many obstacles in implementation. Some preferential regulations are still general, making it difficult for localities to deploy them to businesses.
The policy mechanism to support the development of local supporting industries has not been completed, especially credit policies... The scale of enterprises is still small, technology is not advanced, the ability to research, design and develop products is limited...
Committed to supporting the development of supporting industries
Faced with this reality, Hanoi has been demonstrating its commitment to supporting the development of the supporting industry. Accordingly, the Hanoi Department of Industry and Trade has taken the lead in developing an implementation plan to optimize resources, support the market and connect businesses. The Hanoi Supporting Industry Business Association (HANSIBA) has also coordinated with the Hanoi Department of Industry and Trade to share information and encourage businesses to participate in trade connection activities and participate deeply in global chains such as a series of fairs and exhibitions.
These supports have helped create a favorable environment for businesses. In addition, organizing conferences and seminars to raise awareness and disseminate information to businesses is extremely important. Enterprises in the association have maintained production activities, contributing to the country's economic growth picture. Vietnam is gradually affirming its position as a bright spot attracting investment in the region, despite common challenges from the global economy.
In addition, the Hanoi Supporting Industry Enterprises Association (HANSIBA) is also making efforts to connect with economic organizations from many countries such as Japan, Korea, the United States and Europe to form production complexes. Enterprises focus on cooperating with FDI enterprises, helping to create effective production complexes. For example, the Hanoi South Supporting Industrial Park (Hansip) is attracting many large enterprises, typically Inventec Appliances Co., Ltd. (Taiwan - China) with a total investment capital of 125 million USD in phase 1, coming into operation from the fourth quarter of 2024.
According to the representative of the Hanoi Department of Industry and Trade, with the orientation of developing supporting industries in the period of 2021 - 2025 and the vision to 2030 to turn Hanoi into a city with modern, high-tech, green industry, the city has directed the Department of Industry and Trade together with relevant departments, branches, units, associations, etc. to implement many solutions through improving the competitiveness of supporting industry enterprises.
In the coming time, Hanoi will focus on linking and developing supporting industrial sectors based on demand and advantages, including 03 key sectors: manufacturing spare parts, supporting industries serving high-tech industries and supporting industries for the textile - footwear industry; promoting industrial production according to the global value chain; promoting supply linkages in the Northern key economic region. Hanoi has formed the South Hanoi supporting industrial zone invested by N&G Investment and Development Joint Stock Company with a scale of 559 hectares, of which phase 1 is 72 hectares planned to develop industries in the fields of mechanics, manufacturing, textile - footwear, electronics - information technology, automobile manufacturing and assembly, supporting industries serving high technology... with 05 investment projects.
In 2024, the city attracted a group of supporting industry enterprises from the Kobe-Japan aviation network specializing in the production of high-tech components for the aerospace industry and precision mechanical machinery and equipment to invest in forming the Vietnam-Japan Techno Park Complex in the industrial park. The Hanoi Department of Industry and Trade has coordinated with the City's Association of Supporting Industry Enterprises to organize a working session and implement a cooperation agreement between a delegation of 10 enterprises of the Kobe-Japan aviation system, including enterprises specializing in manufacturing high-tech components for the aerospace industry, machining machinery, precision mechanical equipment, electrical equipment, carbon composite manufacturing, casting, machining and the Kobe City Metal and Machinery Industry Association with the Hanoi Association of Supporting Industry Enterprises and N&G Group to establish relationships, promote investment cooperation projects, production and form the Vietnam-Japan Techno Park complex in the field of aviation and aerospace at the Hanssip Hanoi Industrial Park and the Hanssip industrial park chain in Vietnam.
The establishment of the Vietnam - Japan Techno Park Complex in the South Hanoi Supporting Industrial Park is an opportunity for Japanese and Vietnamese enterprises to cooperate in producing new-generation, high-tech supporting industrial products, participating in the global production chain of Japanese enterprises.
This is a positive activity, in line with the city's orientation of attracting investment in developing high-tech and supporting industries, and is the basis for promoting the development of clusters of supporting industries in the aviation sector. For the automobile industry, there are currently Vietnamese companies supplying components for Toyota and Honda, Hanoi supporting industry enterprises have been leading companies in Vietnam supplying automobile components, mainly in the mechanical and plastic fields such as EMTC Export Mechanical Tools Joint Stock Company (providing vehicle tool kits and stamping components), Hanoi Plastics Company (providing plastic components for vehicle interiors), LeGroup Company (providing stamping components), HTMP Company (providing molds and plastic components), Dong Anh Mechanical Company (providing stamping components).
